You say you are following Bandai guidelines but you clearly do not know the guidelines. As almost everything you have stated goes against the guidelines and SOP (Standard Operating Procedures) provided to Bandai TCG+ stores when you agree to run events. The Winner Card MUST be given out even if only 2 players show up, and the Raffle prize card MUST also go out. Even if there are only 2 participants.
Just to clarify, any "raffle" based prizes included in official kits must be raffled off if the event fires (with at least 2 players). While minimum player requirements may vary for specific events like Store Championships, regular events — including Store Treasure Cups — only require 2 players and do not require a judge.
Store Treasure Cup kits include two Pudding cards: one for the event winner, and one that must be raffled among participants. Even if the winner is not eligible to receive a second Pudding, it still must be raffled off.
You’re also required to distribute all prizing as outlined on the official One Piece Card Game website’s event page — including Participation, Top 4/8/16, etc. For example, if you have 6 players: Each player receives one Event Pack Vol.6. The Top 4 each get an additional Event Pack Vol.6. The winner receives one of the Pudding cards. The second Pudding card is raffled off to the rest of the players.
The remaining 26 Event Pack Vol.6 cards can be used as prizing for future events, as permitted by Bandai.
Official Bandai Event Policy Summary: No Resale or Trading: Event materials (including promos, participation packs, and judge packs) may not be sold or traded.
Limited Use: These materials are for use only in organized play settings and should not be opened for individual card sales.
Judge Packs: Intended for use only by judges, and not to be used as player prizing.
Store Use: Leftover tournament materials may be used for future local organized play events.
Also, removing comments that point out these guidelines and policies, removes the transparency and adherence to organized play rules matter to the community.

I almost had a heart attack when I saw this book for the first time. I begged and I pled for my mom (who was with me.) To buy it for me she told me she'd think about and maybe if I behaved that she would get it for me for Christmas. Well believe me when I tell you I was on my best behavior that whole rest of the year up until Christmas. Read moreEDIT: the owner responded with inaccurate information. The tournament in fact tells the business what prizes to distribute and the owner disregarded the rules. When questioned on the phone he said “I don’t follow their rules”. I attached a copy of the rules for prizing for said tournament.

If you are shopping for comics or books or manga, this store is good, albeit marked up above average prices. However, if you are shopping or visiting for cards for card games, expect to overpay by between 25-100% market price. Lastly, if you win a tournament at nostalgia, anticipate the owner keeping the prizing for the tournament to sell on his ebay account later. I just won a $65 card on Friday in which the owner told me he “doesn’t follow the rules of the card company” so I’m just out $65+ the $15 to enter said tournament. Hugely disappointing,...
