Took my son on his 21st birthday and they refused to sell to him as it too early. It was 1140 AM. Said it was not legal to sell to him until after 12 noon. In CA you can purchase liquor ar 12:01 AM on your birthday. My son wasn't going to get drunk, just wanted to use his idea....
