This building deserves zero stars. Moving in was the worst decision I’ve ever made. From the start, it’s been nothing but broken promises, poor conditions, and neglect. Picasso from Nooklyn lied about amenities, and JCS Realty has been unresponsive.
The hot water barely works, often forcing my daughter to shower in cold water and miss school due to illness.
Power issues are constant — our A/C smoked before breaking down, and wiring seems faulty.
My daughters were given fobs, after management verbally asked us not to talk to neighbors and were deactivated a week later because we kept calling 311 and spoke to our neigbors (Guess they don't want us to unite). This left my girls locked out in the cold.
Security is a joke — my car was broken into, a neighbor’s motorcycle stolen. The parking garage is unsafe and not accessible from inside the building. Appliances failed multiple times after move-in, and repairs are slow. I never received a mailbox key, delaying vital mail.
Power outages are frequent and unannounced. On 11/30, we lost power overnight — no help or response from management. I've even caught contractors sleeping in hidden rooms.
The pool, promised as a free amenity, still isn’t open. This place is run on lies and negligence. Avoid at all costs. Picasso from Nooklyn is a liar, and JCS Realty is completely incompetent. Do yourself a favor and avoid this building at all costs.

After months of attempting to resolve issues with One38 Management, I’m forced to share my frustrations publicly. Despite multiple emails, management only responded to my Google review posted three months ago.
Unresolved issues:
Physical Assault: My husband was pushed down the stairs by their handyman, resulting in injuries and lost clients. The incident was caught on video, but management has ignored it completely. Attached are screenshots how the handyman continued going after him and his wife and front desk intervening.
Power Outage (Feb 17-19): A three-day outage left us without heat or power, costing us over $3,000 for accommodations. ConEd confirmed the issue wasn’t their fault, yet management only offered a $300 credit despite stating $300 per night. We still can’t reconnect power to our unit.
The Pool: We were promised a free pool as part of our lease, opening by September 21, 2024. Now, you're charging $800 for access, and the pool has only just opened.
Garage Access: The garage is inaccessible from inside the building.
Fob Policy: The refusal to issue fobs to minors is inconsistently enforced and raises concerns of discrimination.

This building is a complete disaster in every conceivable way, and my experience here has been nothing short of infuriating.
What was marketed as a modern and comfortable living space has proven to be a deteriorating and mismanaged property. If you value professionalism, accountability, and a well-maintained home, I strongly urge you to look elsewhere.
The management team is the most incompetent I have ever encountered. They are dismissive, unresponsive, and wholly indifferent to tenant concerns. Any attempt to request even the most basic living conditions is met with deflection and disregard.
JCS Realty, the company overseeing this building, has an F rating from the Better Business Bureau for a reason. A simple search will reveal a pattern of negligence and unresolved complaints. I strongly advise potential renters to do their due diligence before engaging with any property under their management, particularly this one.
