According to the information provided, parking is free after 5:00 PM. I had a guest arriving at 6:00 PM, and the RTC parking app did not offer any option to pay for parking at that time understandably, since it’s labeled as free after 5 PM. From my understanding, the paid parking period resumes at 7:00 AM.

However, it seems the rules have recently changed without any clear communication. The new policy reportedly makes parking free only from 5:00 PM to 3:00 AM. As a result, a parking enforcement officer issued a $35 ticket at 4:00 AM, even though the lot was nearly empty, with only four vehicles present and everyone was ticketed.

When I spoke to the officer, he mentioned that the company changed the enforcement hours to 3:00 AM because they know most people won’t be awake at that time to pay $1 per hour. This feels extremely unfair and opportunistic.

This lack of transparency and aggressive enforcement, especially when the app provides no option to pay during the "free" hours, reflects poorly on RTC’s commitment to its visitors and residents. Policies like these don’t just inconvenience people they erode trust.
