I went in to have my hair cut and colored and I have never walked out of a salon so angry and disappointed before! It was my first time at this salon and I can say that I will never go back, or at the very least I will never have Cindy touch my hair again. When she called me to her chair and asked me what I wanted I was very specific in telling her what I wanted. My hair is naturally very thin so I told her I wanted my hair cut to shoulders and layered with straight bangs that ended just below my eyebrows. She then handed me a color book to pick out my color and walked away for 15 minutes. Once she came back I told her what color I wanted and she walked away for another 10 minutes. When she FINALLY came back she started to cut my hair (which you should always have your hair colored then cut). She started out by bluntly cutting my bangs too short and she decided to not section off my hair to cut it right, little by little, but by just combing my hair up and cutting just the ends. She did this maybe 3 times and that was it. The whole process took about two minutes. And I didn't even get the chance to see it before she started slapping hair color onto my head! Again with no sectioning, she literally got the dye onto her brush and just painted my head with it. I had dye on my cheek and inside of my ear!! THEN it came time to rinse it out, I felt like a ragdoll, half of my back ended up so wet! In the end when she finally spun me around to see the finish product I was mortified! My bangs were too short, my hair was too long, she didn't give me any kind of layers AND THEN she had the nerve to tell me (because I noticed that my hair was darker than I wanted) that that wasn't the color I had picked. Her explanation? If she would have colored my hair the brunette color I had picked over my already blonde hair it would have turned green. (I still don't know how that would have happened). Why she didn't tell me this BEFORE she decided to pick out a color FOR me? I have no clue. I tried to tell her everything I didn't like about it but she just seemed like she wanted me out of the chair as soon as possible. Like when I told her I didn't like the straight bangs and to just give side swept bangs all she did was just brush them to the side. -_- So to say the least, I am NOT happy with them at all and I hope that is review will save someone else from the botched...

Atmosphere/Ambience: So I rated one star below average because while I have seen a much worse J.C. Penny this one is redeemable if they act fast. The reason specifically being the carpets are absolutely filthy. They smell of urine or some other bacteria/fungus/life form, and since they comprise most of the flooring the whole store does. To make it worse it's to a state where you can visibly see the stuff(?) In places. And the factor that makes me avoid here unless I need to run through or there is something I cannot find anywhere else is the fact you can FEEL all of the filth in the air. Makes for a highly uncomfortable atmosphere. Please get this fixed first!
For a 4/5 rating get lighting sorted please. Different color temps., bulb types, bulb brands in the same fixtures or in the same area. It's like Christmas... A pet peeve to those that take notice, but even the normals will take notice I'm sure.
Displays and merchandise are very orderly especially considered the traffic and that most people just toss things everywhere. "A" for the team here!

Read moreI've been a lifelong customer of this location, and I'm sorry to say that I will never come back. During the coldest week of the year, I came in wearing full winter clothes and was walking around waiting for my girlfriend to come out of the bathroom. I picked up a pair of gloves and placed them in a different section when I decided I didn't want them because they were untagged. When my girlfriend and I left, we were followed outside of the store by two men who were not in JC Penney uniforms, making us feel deeply uncomfortable.
They then told me I was 'caught on camera acting suspicious.' I immediately showed them the item they thought I had stolen. When questioned, they did not apologize or explain themselves, instead repeating that I was acting 'sketchy' or 'seemed weird.' They followed me outside of the store again, and I overheard a walkie-talkie. When I left to go to another store, it was obvious that their loss prevention team is trying to make up for the bad reputation of this store.
