The only one of its kind in Cambodia. Its deck is revolving, 360 degree. Very slowly. That's why it is unique. You can enjoy this kind of revolving restaurant in Bangkok, Pearl Oriental TV Tower in Shanghai (东方明珠), etc.
Visited this restaurant just last night (27 January 2021) with friends of mine, for a farewel get together. We start enjoying our evening from 18:30pm. When we arrived at 18:30pm, there are many empty seats. But by 19:00, there is no seat empty.
That's why, it is advisable that you prebook your seat before you in. Otherwise you would probably not get your seat.
This sky bar restaurant is on roof top of a mixed use apartment, located opposite of the Phnom Penh's AEON Mall 1 at Sothearos Boulevard.
To reach this place, you can hail your Tuktuk, Remorque or drive your own vehicle. There is a relatively spacious on-the-ground parking space in front of the lobby of the apartment. Yes, on the ground, not in the basement or up-floor parking space. That would make you easier to park.
Upon arrival, you can ask the lady in black, and say: "I'd like to go the Celeste Revolving Restaurant". Then she will escort you to the elevator, located at the far end of the ground floor, and she will help you swipe her card to access the elevator right to the 42nd floor. Arrived at 42nd floor, you will need to climb the stairss up another level. Then.... boom... here it is the revolving desk.
It is open from 17:00pm till midnight. It is an open sky bar. So you can enjoy the night scene of Phnom Penh city. The deck revolves 360 degree. But if you don't want to revolve with the deck (sometimes revolving with the deck will make you dizzy), you can choose to sit on the seats down beside the revolving deck.
The food is relatively good. It three taste salmon (smoked, gravalax, plain/sashimi), (cost $28++) taste good. There is Tom Yam seafood (taste good), also lambchop with its tender texture and moisted. There is also spaghetti with its variants, french fries, etc. For drinks, there are many choices of liquor, wine, vodka, fresh juice, canned juice, eden garden, gin, etc. Nice.
The waitress are in light blue and black uniform are good, energetic and well groomed. They are nice and helpful too.
Remember, you visit this place to enjoy your evening while tasting your favorite drink and food. You can spend your romantic night with your beloved one. Truly enjoyable.
If you have a private party, you can climb another level up... this is the highest, top level of the building.
By Phnom Penh standard, where not many places to see or to go for hangout or to spend your relax time, this Celeste Revolving Restaurant is a good place to enjoy. Pease don't compare Phnom Penh with capital cities of its neighboring Southeast Asian countries' capital cities like Bangkok, Singapore, Jakarta or Kuala Lumpur which have long been established and well developed.
Again, by Phnom Penh standard, I am not hesitate to recommend the Celeste Revolving Restaurant as your next destination to spend your quality time with your beloved one. The unique and the only one establishment of its kind in Phnom Penh is the main reason why I give a five-star to this...

Perhaps the rotating part is at a premium, but we just wanted a few drinks and a snack. We got a little table against the glass that looked down on the Independence Monument and Norodom Boulevard. We were a bit surprised at the prices, but I suppose if the restaurant is high then the prices should be as well. We got a cold cut board that came with a little jar of undercooked pate. We enjoyed a small Cold Cut Platter with drinks. I ordered the Ed’s Australian Beef Burger with fries, and she ordered the Aburi Salmon 8 Pieces. The sunset was spectacular, the food was very nice, but the staff took too long. The menus came late, the drinks took a long time, the appetizers were late, and we had a hard time getting a hold of someone to get us the bill when we were done. I summoned the waitress and she screamed and took the mocktail back but nothing else like it’s normal for the quality of this establishment to have cockroaches in their dishes. I know that as a restaurant/ bar it’s not always their responsibility but I would have expect at least an apology for the inconvenience and a discount or free mocktail but they probably thought it was unnecessary… I’ve been told it was one of the finest from Phnom Penh but I was highly disappointed with the way we have been serviced.
