Bistro'21 — Restaurant in Rome

We were staying in the hotel connected to this restaurant so we decided to try it for lunch. We ordered 2 pastas, carbonara and amatriciana. When the dishes came out the pasta was very raw, not al dente. It's not the first time I have pasta in Italy and I for sure know how to make past al dente. I called over the waitress and told her the problem. You could taste the raw pasta flavor on both, and they were crunchy. Much less cooking time than al dente. When I told the waitress about it, she replied I'm a rude way that the pasta was al dente and that in Italy pasta was eaten this way. I explained to her that this was under cooked and not al dente. She rolled her eyes and said she would re make the dishes. A few minutes later she brought over 2 bowls now (not plates) with clearly the same pasta portions (NOT new ones) and now the sauce on both dishes were of a soupy consistency. No longer sauces. Very ruined by excess water. We simply ate and when we went to pay at the register the waitress seemed bothered to help us and didn't even say anything after she charged my card. HORRIBLE SERVICE. When ordering food, twice they told us they didn't have the plates we wanted. Plus, the food was outrageously expensive compared to the actual dish. The worst part, they gave us a handwritten bill and said that we could only pay with cash because they didn't have the machine to accept ANY credit card. Only when we reclaim the bill, they give us one that shows just the total, not the specific price of each plate....
