I went at night so a lot of the cats were sleeping, but it was such a big bonus because some of them were huddled together and ALL of them had the cutest sleeping faces!! I couldn't stop taking pictures and literally had to stop myself from crying at how cute and pure all the cats were :'-)) The staff / owner was AMAZING as well!! You can just tell from seeing the way she interacts with the cat, that she genuinely loves all of them, and she was very interactive with all her customers including new customers like me! She recognizes and appreciates her regular customers, and so there was this good, happy vibe going on in the whole room! She even showed us how to get the cats to cuddle up to you, so I had at least two cats sleeping peacefully on my lap! If you're ever in Tokyo looking for a relaxing and calm time with some lovely cats, this is the purrfect place for you :-)) The pricing is also more than reasonable. Thorough research on the best cat cafe in Tokyo led us to this place. We visited on 8 Sept. Although reviews raved about how friendly the staff were, it wasn't the case for us.
After explaining to us about the rules, the staff left us alone to interact with the cats. There was no other interaction with the staff other than telling us we can buy cat treats and collection of payment from us.
The cats aren't exactly the friendliest. Other than coming to us for treats, they left us alone. Customers coming to expect cuddling or playing with the cats will surely be left disappointed.
The only plus point would be that the cafe is cheaper than other cat cafes in Tokyo and offers free drinks. The overall atmosphere is rather cosy too.

They just want to chill and are fine with people petting them. They are senior cats, don't expect them to act like kittens. Don't bring a baby child and expect them to be ok with a little kid. I had my three year old and five year old. They grow up with cats so they know how to behave around cats. The lady was perfectly fine with my kids once she saw how gentle they were. At some point, she even left the main room because she trusted my kids to behave themselves. She did warn me before we entered that if we are too rowdy, we would be asked to leave...and I was fine with that. I like that they have designated snack time so the catss don't get too...
