I didn't have money to pay. Is that reason enough to deny the service?

The staff at the counter was not able to provide me with a solution when the Swiping Machine decided to throw tantrums. They said I can leave if I don't have cash or MOMO. They weren't keen on trying to swipe again and they handed me the POS to try it again. They didn't consider restarting the machine which is unfortunately the general practice in similar situations.
