The woman that works at the cashier unfortunately doesn't speak English well to understand the sanitary customs in America. In China, a lot of food is actually recycled and have a higher than average probability of containing trace chemicals that the FDA/Sanitation Inspector would deem grade F. I have spoken to her regarding the quality of life here is much different than her home country, as she is now aware of the circumstances.
The vents have to be properly maintained and while cleaning, the restaurant woks are flipped upside down (so you see a dome instead of a normal wok in cooking). There is usually nothing in the woks during closing/cleaning and the woks are cleaned/scrubbed with stainless iron wire sponges which probably has an infinitely higher chance of leaving a residue than the actual 'residue' that would be collected due to cleaning the vents.
I hope you can understand Panda is a competing fast food restaurant: this means the food will be cheap vs getting P.F. Chang's or some 3 star eatery. All in all, I would suggest raising your concerns with management... the woman is not the manager but the assistant manager.
