Naha beach and Naminoue Beach are the only beaches where you can swim in Naha (9:00-18:00 April-June + Septembre-October, 9:00-19:00 July-August). Both beaches have jellyfish nets and lifeguards. Note it is forbidden to enter the water (even with your feet) outside of these jellyfish nets. The beaches were open even in the rain during typhoons.
At low tide, both are too shallow to do more than sit in the water or float. At low tide only, you can cross between the beaches along the shore. At other times you must take a 10-min walk around the shrine. There are also some tide pools to explore at low tide.
It's in the city and under an overpass so my expectations were low. Considering the location I found it relatively clean. Naha beach is less crowded and I loved having the overpass overhead for the shade and rain protection. I even saw some fish within the nets, and small crabs enjoying the algue growing on the jellyfish nets.
