Although the view from the top is nice the experience itself is pretty bad, especially for non-Japanese speakers. The first floor is nice, but after waiting for the next one you are given a radio to listen to some explanation... two people get one tape that have one earing. One needs to listen one needs to read. In the background one one is explaining in Japanese and with a microphone, so it is really hard to listen to the tape... it's like this in every section.
Second floor is only for taking a picture (that costs money of course) and if you don't want to you still need to wait for the next level... the observation deck is blocked for you if you are not taking a photo...
Next level is the main attraction. They do try to keep it not crowded and it has a nice view. But the cost difference (1,200¥ to 3,000¥) does not worth it just to go up.
