We used Apple Maps to find the start of the cultural trail. We downloaded an app so we could pay for parking in a lot (there was no other way) and started walking the trail. We saw some black and white pictures of people hung on a fence - nice, but nothing to write home about. Next was a baseball stadium that was closed and locked up tight. Then there were some large abstract murals on the sides of buildings. OK, somewhat interesting.
There were no restaurants, shops or other amenities in the area or as far as we could see down the trail. We came to a pubic housing project right next to the trail and went into the administration building to ask if there were public restrooms in the area. We were rudely told to try "the restaurant on the corner...if it's still open" (the clear impication being that it wasn't).
We ended up walking a block up to a library to use the restrooms. To get there we went down what looked like skid row. We decided to cut our losses and returned to our car and left.

Read moreWell maintained mostly brick trail which winds through parks, streets and historic buildings. It is super easy to follow and would be good for strollers or a wheelchair. It's kid-friendly and not too long so even if you spend a lot of time looking at the art you will finish in under an hour. We parked in the free lot near the electric company; I think it's stop 4, Set your GPS to "Hagerstown Cultural Trail" and you will see the parking lot. Walked from there to University Plaza and had a nice lunch at Rhubarb House which is a block away. My favorite stops were the Mural Of Unusual Size and A Butterfly Dreams...
