This "is NOT a branch of the Indianapolis Public Library System"; although it has many parallel similarities. I think you can use virtually any library resource inside the building, without being a resident of the enclave town of Speedway; one of the things you couldn't do, however, is check out books, at least not without paying an annual fee of $60 plus.
Near the front of the building interior are some restrooms, water fountains, and a wall phone ☎️📞. There was also a hallway with lots of inexpensive books and DVDs on my last visit.
There are a number of times in the year when they sell surplus books and other materials, at low prices; I believe the largest being the seasonal Spring Book Sale. Check their webpage for detailed info.
