I can only comment on the One Stop Shop part of the Town Hall - the rest is off limits to the public.
The staff are always brilliant - helpful, polite and genuinely try to do whatever they can for the public, sometimes under immense pressure.
However they are often hampered by the whims of senior management, usually management above the management of the OSS itself. As a result of this they are woefully understaffed. The majority of the most experienced, and hence the most knowledgeable, staff have left over the last few years.
There was only 1 member of staff delivering the service I was there to access but fortunately there was virtually no queue so I didn't have to wait long and the staff member did seem to have sufficient knowledge to serve me efficiently.
I happen to know that the air conditioning system for the whole building cost over £500k to install around 6 or 7 yrs ago. I don't know what the OSS specific part cost but I don't suppose it really matters as it wasn't turned on today.
