We bought our property over THREE GDDAM YEARS AGO and STILL haven’t broken ground yet!! This is by far the MOST inefficient, ineffectual, horribly clueless government entity I’ve ever come across. Shady as hell and opaque every step of the way; if ONLY they accepted bribes, I’d have been happy to grease some palms to expedite the processing on these reviews just to get our dream home built but NO, I think these people are just entirely incompetent.
The building’s nice yes, parking is blah blah blah, who cares about any of that stuff if these losers can’t even fulfill their basic job functions? Offices and conference rooms sit unfilled, unused cuz of lack of staffing. Sell the building or sub-lease some space or whatever but figure it out and fix the problem, Burbank. Worst city ever. Read moreI recently visited the City of Burbank’s Building & Safety Division to apply for a window replacement permit for my home, and the experience was outstanding from start to finish.
I was assisted by *Lilly Arevshatyan, and I honestly couldn't have asked for better service. She was incredibly knowledgeable, patient, and professional. Lilly took the time to walk me through the entire permit process, made sure my documents were in order, and explained every step clearly. Her calm, respectful demeanor made the whole experience feel easy and stress-free — even though I had a lot of questions.
It’s clear she genuinely cares about helping residents and takes pride in what she does. I left the office feeling confident and fully prepared to move forward with my project.

We schedule inspections in advance, have our technicians ready on-site, and yet inspectors often don’t show up as planned. Their online scheduling system is unreliable — you can book a specific date, but they’ll frequently attempt to come a day or even two days later, causing major delays and added costs.
It’s extremely frustrating and unprofessional for a city of this size to have such poor coordination and lack of accountability. We work with multiple cities across Southern California, and Burbank stands out for all the wrong reasons when it comes to inspections.
