My wife and I moved into The Apartments at 23rd & Cherry St owned by PMC Property Group in Philadelphia, PA (managed by Diane Green who also manages Riverwalk).
We ran into issues with our unit literally the moment we entered the apartment. Our move-in date was August 2023, and the following are the issues we walked into on move-in day:
Trash and nails on the kitchen floor. Water all over the kitchen island. Kitchen appliance parts left on the counter. Chips and marks on almost every door and door frame. Paint or marks on walls. Wood or paint chips on the floor. Stickers left on shower glass. Broken and marked base boards. Gaps between base boards and floor. Bedroom window was left open when I arrived. Bedroom window does not fully open or close. Panels in between windows are broken or peeling off the wall. Living room window latch handle broken off. Living room window does not fully open or close. Ceiling board above bedroom window seems to have water damage. Concern for leaks, mold, unsanitary conditions. [Other] ceiling board above bedroom window has significant gap - not flush to the window nor to the rest of the wall/ceiling. Concern for pest intrusion. Ceiling board above living room window is non-existent/unfinished. Some window panes not flush to wall (visible gaps between walls and boards). Dirt, mud, or grease inside some cabinet doors. Dirt covering the entire kitchen stove. Dirt (footprints) all over the bedroom floor. Dirt piles in the laundry closet.
Fixing these issues postponed our move-in by about a week.
On September 9, 2023, our ceiling started LEAKING from rain. I write this review on October 14, 2023 and my ceiling is STILL LEAKING literally as I type these words. We tried calling Emergency Maintenance multiple times. Every time they tell us someone will reach out to us....nobody ever does. Diane Green (property manager) has told us time and time again that this will get fixed. Today is the 6th time our ceiling has leaked and nothing is fixed.
I deeply regret choosing this property to live in.
11/21/23 UPDATE:
I was told by my property manager, Diane Green, 2 days ago that the leak has been fixed. I came home today to my ceiling leaking AGAIN. It has been over 10 weeks since this issue first occurred. To make matters worse, Diane keeps telling me that she cannot discuss compensation with me until this issue is fixed.    Read more**Updating my review after living here 4+ years. I moved this review to 3 stars due to things always working in the building, or management not alerting the residents of maintenance, such as the elevators being out of order; etc.
Elevators have gone out, HVAC has gone out, the grills have been replaced, windows have fallen out and management doesn't always send a prompt email. This does change when residents repeatedly communicate via email. The elevator directly to the giant is nice, but no one informs residents when the elevator is simply out of service, or being repaired. The elevator also frequently gets stuck opening into Riverwalk, and it is always faster to simply walk outside every single time. I have accidentally tested this with another resident on my floor, when they didn't want to wait for the elevator.
I haven't found many partiers in this building (I am sure there are a few), but I don't find the noise bothersome.
Amenities: The Gym is huge, the pool is pretty big, as is the clubroom. The grills are not well maintained, and they have already been replaced for the third time in the 4 years I have lived here (though the third year they have been operational). PMC replaces the grills every year, which is likely a waste of money. One year the grates went missing, and instead of ordering new grates the building ordered new grills, which is nice, though I felt unnecessary. Hopefully these grills last a while.
Maintenance requests: Maintenance requests get completed in a somewhat timely manner. When first moving in, part of the ceiling in my unit was clearly not finished, and management simply said there was nothing they can do about it. It feels a bit more like a college dorm than a luxury apartment. It’s amazing how the building can be brand new but built with materials having such low quality. I could write paragraphs on the challenges and areas of opportunity for this building, but I don’t think PMC would care to entertain given what has been said about their other properties and how unwilling they are to correct structural and managerial deficiencies. Before you decide to make this your new home for 12-18 months, do your research, talk with residents, and compare to other buildings— I allowed myself to be a bit too excited about the advertised amenities (non of which are completed yet) and location before signing.
Like the other reviews say, the place is nothing like the tour nor the nice photos. I would stay far away if you don't want to be distracted by the revolving issues (new ones pop up every week) and lack of sanitation, quality, and basic organizational planning.
Who's in charge here, because the decision-making is quite nonsensical. If anyone from PMC's leadership team is actually interested in turning this building around and making it a wonderful place to live for the long-term, please talk with your residents. You should be disappointed about the conversations taking place across city government and private firms for whom have received a lot of feedback.
