Ill start off by saying that the leasing agent is a horrible person. My girlfriend and i lived in these apartments for nearly 3 years throughout covid and the following year. During covid we fell behind on rent and ended up getting assistance to pay the back portion of what was owed. The leasing agent signed a contract to receive the payment check and had conditions that had to be followed which were not followed. Condition one, no rental increase for 6 months dated the signature on the contract. second condition, no evictions for 6 months dated the signate of the contract, third condition no late fees for 6 months dated on the signature on the contract with Thurston county who were the ones paying our back rent. within a week, we got notice for a rent increase of $150 dollars. followed by letters of pay or vacate within 14 days. which continued for months. i even approached him asking why he was giving me the letters and he said "Because we dont have to follow those rules now that we got the money." During the times i fell behind on rent, i tried making payments of what i could only to have my payment returned stating with a yellow post-it note, that they couldnt accept the payment because it was not the full amount of rent, or the amount of the back pay. the leasing manager also removed my name plate from the secured onsite mail boxes and placed a new tenant slip in there as to let the mail person know not to put mail in my box anymore. my girlfriend suffers from ptsd and the leasing agent caused many triggers for my girlfriend that we ended up having to get her a new place. within a month of securing a new place to live for my girlfriend and moving her stuff to the new apartment, the leasing agent called me up asking for permission to enter my unit to replace a water meter(which never happened as far as i know) and i told him no because at this point they had broken the lease with me multiple times. i informed him he was not allowed to enter without my being present and i was staying at my girlfriends place for a few days to help her with adjusting to her new place. receieved the call on friday afternoon about them wanting to enter my unit. i checked on my unit the following friday as i did not think victor the leasing agent would illegally enter into my unit.( there was no danger to the unit or building that would require him to have entered without permission) After seeing that only a few items were left inside the apartment which included my bed, picture frames, clothing, food, bathroom supplies, kitchen supplies and random pieces of other furnature, he proceeded to deem my unit as abandoned and changed the locks to my apartment door. i had left a note on my door stating for any reason if access was needed to the unit, to contact me, and i left my phone number. After finding my locks changed, i called the emergency maintance line asking why i was locked out, and to be let back in, they refused to discuss anything with me, and stated i needed to call the office. i called the office the next day only to have my calls screened and rejected. i went in person only to be told that, "You abandoned the unit and it was back under their possession. and if i wanted my personal belongings from the unit that they had removed from the unit and placed into a storage unit that i could collect that stuff. i went to check on the condition of my belongings only to find that items were missing, some items were damaged from being dragged across the pavement and ruined. When confronted about the condition of my items, i was told it wasnt his concern. I asked for a phone number to contact the leasing agents company and he refused stating i had to email them and gave me HIS email address that if your inquiring about the property it goes to him. and he stated all emails get forwarded to his supervisor and owner. Iāve tried my best to understand the process of how they bill monthly water usage and how rent payments are applied in the āsystemā. Iāve been in communication with all the staff that I can possibly reach to resolve this issue.
Here is what Iāve been dealing with regarding the high water charges for a ONE bedroom apartment!! Jan 2025 water bill was over $200, Feb 2025 water bill was over $700, Mar 2025 water bill over $200, April 2025 over $300, May 2025 water bill over $300. In May I spoke with the gentleman at FPI Management Corporate - Headquarters who stated they placed a meter in my unit and we will revisit the water usage in June. I explained to him that we have reported the toilet constantly running and sounds like there may be a leak. He advised they will have maintenance take a look. I received an email from Jessica stating they replaced the āflapā. Well June 2025 the water bill went all the way down to $46!! This seems like the high water bill was in fact due to a leak somewhere in the building of the apartment. So I have requested for them to remove those charges since that usage is completely inaccurate. Jessica told me they do not have the authority to do that and the utility bill was my responsibility. So here we are in Oct 2025 and the water bill is still reflecting on my ledger as āunpaid utilitiesā.
Another issue⦠when I first signed the lease we had a Pet. So we were required to pay a Pet Deposit $300, Prorated first monthās rent and security deposit. Well in April 2025, I notified them that the Pet was no longer in the apartment and wanted to stop the pet rent. Come to find out my lease didnāt have a Pet listed and the $300 Pet deposit was not applied correctly to my ledger and now Iām being recharged the Pet Deposit.
Last but not least. Iāve paid the rent every month sincey lease started base on the lease contract $1499 with note stating: Apartment Rent and the unit number. Per Jessica they have been applying my Rent Payments towards previous balances such as utilities, trash, sewer, and Water charges. Is this even legal?? Rent payments are supposed to be separate from utilities. So my ledger is showing RENT due for passed months.
Iāve made multiple attempts to get these issues resolved and as of today, we still donāt have a resolution.
I highly recommend you read the reviews 2.9 āļø is very low and most issues are similar to mine. Fees, payment being miss applied to the ledger and communication issues. Itās been very stressful time for me as Iām a renter and have NEVER had to deal with...

The Good: The staff was always kind, and friendly to me, and my room-mate. Travis (maintenance) worked really hard to make sure to be available if you had any issues with stuff in the apartment. Christina (I think, she's blonde and is int here during the week), and the others in the office where always nice and friendly. I think the whole crew did a great job of trying to keep the place inviting, and homey. Lawns were always mowed, they keep the sidewalks clean, and made sure people didn't leave trash everywhere. Having a dishwasher, washer, and dryer inside the apartment were so nice! I loved the closet space. Garbage service, water, and electric were well priced for us. The dumpster was nice because it was right there and easy to take trash out. Businesses are so close and you can walk anywhere! It really is nice little place to live. They take dogs of all shapes and sizes so that was a huge draw for me and my dog!
The Bad (the reason for 4 stars instead of 5): The walls are a bit thin, and the parking can get intense towards the "A" building since the lot isn't as big on that end. The gate (like all things used frequently) broke a few times, but it was never a big issue to get out. Yeah, people should pick up after their dogs. It's pretty bad some days, but I always walked my dog around town, so we didn't have to deal with it too often. There are a lot of children everywhere riding bikes into the street, and running into the street. Parents here are pretty lazy and do not monitor their kids so they get out of hand fast, but the office staff tries to make sure parents are notified if there are complaints.
All in all I had a great 3 years here. I only left because I bought a house. So, let me inform you about my move out process. It was great! I moved out in March, and Travis did our move out inspection. The office staff were informative and even gave me a check list of things they look for at move out to help me! I followed that list to a "T". When I moved out I got most of my deposit back (sans carpet cleaning fee $75). It was a really smooth move out. They made it easy for me. Tustin is a great place to live. They are cordial, informative, and helpful.
I read a lot of complaints and that's why I wanted to make this review was as informative as I could. I'm certain these people who've had "a terrible experience" and say that this place "awful" or "the worst" are usually the people who trash a place, never clean, and are entitled people who think there are no consequences for their actions.
