I wanted steak tonight and headed to CUTS, partly due to the reviews and partly due to the fact that it is open fairly late. The restaurant is high up in the 5th floor of Vattanac Capital Tower, giving diners a beautiful city-wide panorama of Phnom Penh. In this regard, CUTS reminded me of Mister A’s in Banker’s Hill, San Diego, California.
I was greeted and seated by a very hospitable and professional staff. I was given sparkling water and a complimentary three-bread plate with unsalted butter and a reduced-beef-stock seasoning. I ordered the double-boiled beef consommé, Australian Black Angus steak, grilled asparagus, sautéed mushrooms, and chocolate cake.
For the most part the food was tasty. The asparagus and its béarnaise was yummy, the mushrooms were flavorful, and the cake was absolutely delicious. However, the consommé was quite bland, reminding me of beef stock, and was a little disappointing. I expected something more like the consommé served from birria in Mexico, but it was really lacking in flavor.
The steak itself was OK. I asked for a medium cook, but half of it was really cooked medium-well. The quality wasn’t outstanding, even for a $46 steak (which is getting pricey even for the United States). It was decent, though. I was disappointed by the pepper sauce that came with it. It seemed like there was too much corn starch in it and not enough pepper and other seasonings. A bit bland and overly goopy.
The chocolate cake was absolutely amazing. It was really the highlight of the entire meal. It was recommended to me by a very sweet waitress named Khavann. Khavann is the best! Had a nice time talking with her and found our interaction to be both funny and refreshing.
Overall, I think CUTS is worth visiting, but it might be a place you reserve for special occasions. It’s quite posh for a one-person meal. I might actually skip the steak and try lobster, salad, and two or three of...
Read moreIt was my birthday, and my loved one surprised me with a dinner reservation at this prestigious dining spot — complete with a spectacular view and a reputation for high-standard cuisine. And it truly didn’t disappoint!
From the moment we arrived, everything felt perfect: the warm ambience, the attentive service, and of course, the breathtaking view. We were greeted with a complimentary amuse-bouche and a welcome cocktail, both beautifully presented and absolutely delightful.
For starters, we ordered half a dozen oysters, pan-seared foie gras, and lobster croquettes. The oysters were incredibly fresh, but the star of the evening was definitely the foie gras — rich, buttery, and melt-in-your-mouth perfection.
For our mains, we had the Japanese tenderloin steak and handmade pappardelle pasta with lobster. The steak was tender, though I found the flavor a little underwhelming. On the other hand, the pappardelle was a dream — silky smooth and paired wonderfully with the lobster. As for the lobster croquettes, they were okay, but not something I’d personally recommend.
To top it off, the restaurant surprised me with a complimentary cheesecake for my birthday. It was so lovely — light, creamy, and I could’ve easily finished the whole thing myself!

++++++ Supposed to be the best restaurant in PP. Great atmosphere but that cannot cover some of the errors they have with their food. The 112usd steak was medium rare in the inside as requested but had a rather thick outerlayer which was dry and hard. I know everyone likes a crust on a steak but this was more than that and quite unpleasant, and the crust itself was not apparent as well (temperature may not have been cranked up enough for the process). Or maybe there are some issues with their famous Josper Oven. The taste of the meat was also somewhat diluted and watery with a very weak aroma, and brought doubts on what the thirty day dry aging process is doing to the meat. Their sauces were super bland as well. Their 20 usd shrimp cocktail was off with overcooked and some undeveined shrimp.
A little bit clumsy service from young staffs as well.
