I recently visited Hills House Skyroom Café and Bar, and it was a letdown. They now charge 500 yen per person, and everyone must order at least one drink. When I asked about ordering ice cream, the staff rudely told me I couldn’t even get it without ordering a drink first. I was planning to buy a drink but wanted my question answered first – a basic courtesy that wasn’t given.
The 500 yen fee is also misleading. Despite the charge, the available seats were not well-kept, and some tables were dirty. For a place charging a mandatory fee, I expected better cleanliness and a more inviting atmosphere. I understand they may need to cover costs since entry is free, but it wouldn’t hurt to at least provide polite service. Though the staff spoke English, they were unfriendly, didn’t smile, and made us feel unwelcome. When my elderly parents asked about drinks, they were told to “read the menu” instead of being offered any explanation.
For the 4,100 yen we paid for three simple drinks, I can’t recommend this place. If you’re looking for a relaxing café experience, there are better places where you don’t have to pay extra or feel unwelcome just to enjoy the view.
Edit: They are...

A tour guide behind us removed the barrier and let his around 20 tour guests in the cafe area when we were queuing. He then slowly queued to order the drinks for the tour guests. I am not sure if the cafe accept such behaviour, we, including all other visitors, all queued in group nicely.
We ordered 2 ice americanos, one ice latte and ice creams but the cashier placed order as 2 hot americanos. Later they only gave us one americano and one latte and informed us we would be called when the ice creams were ready. The tour guide behind us and his tour guests then got all their drinks (all hot americanos). We felt really confused but still waited for around half hour, then only they made us the ice creams and another americano when we approached them again. Perhaps they allowed people to cut queue and also jumped the order of the queue based on my experience and that’s really...
