It is not a tourist destination by all means, only local Turks and other ex-pats will come and enjoy drinks at its simple atmosphere. You can sit inside or start a conversation outside on the sidewalk. Rain or snow doesn't stop the locals from enjoying themselves. I have found that speaking Turkish isn't necessary, the bar staff speaks English and most Turks who come out, also speak English.
