UPDATE NOVEMBER 3, 2023 I believe there are new owners. The food is different. ASK WHAT COMES IN YOUR ENTREE IF YOU HAVE ALLERGIES OR THINGS YOU DISLIKE. I ordered General Tso's chicken combo dinner tonight. It had bell pepper, jalapeno AND Chinese red long chilies. I have never had General Tso's and had bell peppers and jalapeno in it anywhere, not even at Rice Express before. I am allergic to bell peppers as I stated below and luckily I looked at my food before left to take our 'to-go' food home, because it had huge red bell peppers in it. On the plus side, there was more sauce than before so I could spoon it over my rice so it wasn't dry (yay!). The veggies look fresh and I really enjoyed the carrots, snow peas and onions (though I would have liked more onion), but not the peppers. So, make sure to ask what comes in your entree. The gentleman working the register, took back my food with bell pepper in it with no hassle, and was sweet and polite about it and swiftly made a new dish. They also forgot our soup, so make sure to check your bag until they are more in the swing of things. I will try more things, but will ask what comes in them. Good luck!
OLD REVIEW: We started going here about a year ago and it's become our go-to Chinese restaurant in Folsom, after our beloved place closed pre-Covid and we tried every other place. Their flavors are good, and they will do their best to customize food which I love because unlike most Americans, I LOVE veggies, but can't eat bell peppers and they always get it right. The best part is that they actually have combo dinners. Nearly every other place around Folsom does not and you have to order several full size dishes at 15-20 dollars each if you want some variety. The owners and workers are very friendly and polite and the prices are reasonable. salted fish & chicken fried rice: well seasoned fried rice with lots of chicken pieces but I wish that it had more salted fish pieces pickled cabbage & shredded pork rice noodle: noodle was perfectly cooked (soft yet still has chew to it). The soup was good and not too salty braised eggplant, salty fish & tofu in clay pot: this dish was very salty. Good thing that we had it with steamed rice. The eggplant was a bit overcooked as it was too mushy for me but the tofu was nice and firm. Taiwanese beef noodle soup: good hearty simple soup. The noodle was perfectly cooked and the beef pieces were tender and flavorful. Perfect for a cold rainy day.
OLD REVIEW We passed this restaurant when we went to 99 Ranch supermarket. We decided to have dinner after we finished our errand. We had to wait couple minutes for the server to sit us as no one was at the front desk.
Manchurian beef: delicious! The beef was deep fried so it was crispy. The sauce was similar to sweet & sour sauce but a bit sweeter. The portion was quite generous. House chow mien: good. The noodle was perfectly cooked (not too soggy). But could have had more protein. The taste was ok - nothing special.

Read moreThis place is amazing. My family and I are die hard Asian food lovers. When it comes to the cuisine, Rice Express never ceases to amaze us. The food is cooked fresh and there is no long wait time. The personal service is impeccable and they definitely aim to ensure that your dining experience is memorable. The only suggestion that I offer is improvement be on the egg rolls as they are a tad mushy to the palate. Also the walnut chicken has a tad bit too much mayo in its texture and taste. While I’m already a rarely periodic consumer of egg and meat (chicken and fish) products, the taste of the mayo is overwhelmingly noticeable. I’m not sure if this is a regular ingredient or a substitute, it’s something we won’t order in the future for that reason. We are slowly navigating our way through the entire menu to at least try all of the foods that we definitely enjoy and eat (no pork, beef and some other meats and foods).
