Ordered from Pen's a few years ago and was very disappointed, but I thought I'd give them another try today. My impression was accurate the first time. The General Tsao chicken tasted like it was left over from a previous day and refried, with very little chicken inside the hard chewy grease. No excuse because the restaurant had just opened for lunch and everything should have been freshly cooked. The sauce wasn't bad but there wasn't enough to flavor the tiny box of accompanying rice. We had the crab ragoons as a starter, which were cooked perfectly and very delicious. Highly recommend.
The sweet and sour chicken was cooked to perfection and the flavor was excellent. Another highly recommend.
The orange chicken had great flavor and presentation but ended up being a bit dry. This was my only complaint.

Most times I order Kung Pao Chicken and today it was 90 percent green peppers, 5 percent chicken, and 5 percent celery and peanuts. I've never had anything worse. Plus with every entre you order you get a kids size rice. It's awful. They obviously have the HVAC turned off because its always freezing cold or hot in there and smells like sewer.
