A very nice building with almost nothing inside. Exhibits consist mostly of walls of text describing various cultural aspects (like foods or clothing) and a very small number of models or facsimiles of the things mentioned (e.g. a bowl of dried peppers next to a sign talking about how pepper is used in cooking). It's a reasonable way to spend a few minutes in Sucre but the museum sort of feels like it was organized by a committee that struggled to really agree on any particular vision or story for the exhibits.
