At the time of writing 'toki messe' is said to be the tallest building in Niigata. You can get to the 31st floor in the dedicated lift at the ground floor. A fee is charged for the parking only. No entrance fee. At the observation deck you'll be able to see almost 360 view of Niigata, including the harbour and airport. imo its best to be at the top in the late afternoon and to be there untill dark to see the city lights. What a view from the 31st floor of the observation deck! You can see it’s entire views of Niigata City and Sado Island in the far distance if it’s clear weather. I’ve enjoyed watching “Portable Shrine” called Mikoshi on the boat during 2019 Niigata Matsuri Festival from here. It was well air conditioned and comfortable to stay when it was very hot outside.
