National Diet Library — Attraction in Tokyo

I'm disappointed in the National Diet Library because their inflexible age policy ruined my son's research plans...

We traveled from the United States specifically so my 9th-grade son could conduct research at the National Diet Library for his National History Day project (he's a previous first-place winner). The library has rare primary sources on Japan's economic miracle that aren't available elsewhere.

Unfortunately, we were turned away due to their strict 18+ age requirement, with absolutely no exceptions or flexibility offered. This was very frustrating for us, especially because my son is a serious, award-winning student researcher who had planned his entire project around accessing these materials.

The inflexible bureaucracy was disappointing, especially when compared to institutions like the U.S. National Archives, which allows researchers as young as 14. We structured our entire family vacation around this research opportunity, only to be met with an inflexible policy that doesn't account for special circumstances or younger students' legitimate research needs.

For an institution of this caliber, I expected more consideration for dedicated student researchers, regardless of age. The lack of any alternative solutions or accommodations was...

My experiences with this library have been pretty negative. In today's adventure I had a long list of books, but it turned out that none of them were actually here. Most of them are apparently in Kyoto and could be requested to arrive eventually. In addition the paperwork for updating my address was unusually tedious. I feel I'm being generous with the three stars, even after making allowances for the Covid disruptions, but mostly it's clear that I'm not one of the target patrons.

However I'm a stubborn cuss, so I'm planning to try again after lunch. If I can't find a book to read in a library, something must be seriously wrong there? However, there is a parliamentary museum next door, so I'm pert' shure I'll learn something in today's...

国立国会図書館（NDL）を、私の経験した海外国立図書館と比較してみたい。私はﾂｱｰ旅行を一度も経験したことはない。3ヵ月ﾋﾞｻﾞで、日常の生活者に化けて、特定ﾃｰﾏの参与観察をしていた。★というのは、日本での Personal museum 勤務本業が独り職場の研究員で、不在期間のﾚﾌｧﾚﾝｽ等はFax等でのやり取りで消化していたこともあり、事務方の女性の協力を得ながらの綱渡りの取材だった。そんな事情もあり、特定海外研究機関への就労ﾋﾞｻﾞ取得の難しさから、海外ﾊﾟﾄﾛﾝ財団と協議を重ね、3ヵ月ﾋﾞｻﾞで主に欧州での海外調査を実施していた。★所が、欧州と調査目的がﾘﾝｸするﾆｭｰｼﾞｰﾗﾝﾄﾞ（NZ）、豪州での裏付け調査をしていたNZで思わぬ指摘を受けた。ｱﾒﾘｶでの調査拠点を、ｼｶｺﾞとﾆｭｰﾖｰｸにする為の準備を終え、NZに入ってﾆｭｰｼﾞ-ﾗﾝﾄﾞ国立ﾏｵﾘ図書館（NZNML)で、書誌調査をし出してまもなくのことだった。★ﾚﾌｧﾚﾝｽ担当司書が、私が提出した調査項目を見て、「Toc-H」=（英連邦平和運動）記述部分に目を通していた。それにはｵｾｱﾆｱ全域の英連邦情報を、英国で調べてきたなかで「Toc-H」のNZﾃﾞｰﾀが全て包括されていたからのようだった。その為もあったろうNZ全土の情報取得ｻﾎﾟｰﾄを約束してくれた。限られた滞在で、こうした信頼の互恵関係の構築はありがたかった。★その彼女が私に言ったのは、「私もついこの間ｱﾒﾘｶ出張から帰国したが、あなたのﾋﾞｻﾞだと、一旦ｱﾒﾘｶを出国したら、調査ﾃﾞｰﾀが全て消されるのでは! 私の経験から言えばだが」と。★慌てた私は、ｼｶｺﾞに連絡し、その対策をﾊﾟﾄﾛﾝ財団と協議して貰い、秘書代行措置で急場を凌ぐことができた。★ﾌﾚﾝﾄﾞﾘｰなｻﾎﾟｰﾄには後日談がある。NZ滞在も僅かで積み残した取材を話した。 その一つが「ﾛﾄﾙｱ・ﾓｰﾆﾝｸﾞﾎﾟｽﾄ」新聞の記事取得だった。ﾏｵﾘの聖地ﾛﾄﾙｱには行けず。期間限定の新聞記事取得は出来なかった。NZNMLにはなかったその史料を、私が日本に帰国後に、Permanent addressに、派生するﾏｵﾘ問題史料群と共に届けてくれた。こうしたﾌﾚﾝﾄﾞﾘｰ対応は、NZでは驚くに値しなかった。★それは、英国のBritish Library , British Archives kew, でも、ｱﾒﾘｶ Library of Congress, National Archives でも口幅ったい言い方をお許し頂けば、情報共有の信頼関係があったからだと思う。わけても、ｱﾒﾘｶ全土を視野に入れた調査で、ｼｶｺﾞ大学ﾚｹﾞﾝｼｭﾃｲﾝ調査図書館（Missions Library）には、筆舌に尽くしがたい便宜を受けた。日本にもこうした、Missions Library があればと考えさせられたものだった。★さて日本だが、私はNDLに大学入学から通ってるが、余程使い勝手がいいのか建物は、新館は併設されたものの、本館は昔のまま。関西館が出来ても、洋書類の借用はｶﾞｰﾄﾞが硬いのみならず、ｺﾋﾟｰ希望ﾍﾟｰｼﾞを聞かれることが多く、その恩恵に浴することは殆どない。★海外図書館では、便宜ｻｰﾋﾞｽという職業意識を強く感じたが、私が海外図書館員と培ったような情報共有を構築するには、やすく使われることを警戒しての、とりつくしまのない、官僚的対応が際立つ図書館ではあるまいか。
