We went here on Open Monument Day and it was crowded, but didn't take too long to get in. The biggest confusion with everyone seemed to be that the coins needed for entrance had to be bought at the Tourist Information Center across the street on the Grote Markt (don't know if this applies to every other day, too). The tower has a limit on people entering, so if one person leaves, another one can go in. Since the stairs are very narrow and the rooms on different levels of the tower very small, this is a good thing. There are certain times (look at the sign at the entrance) when the bells are being operated and they even let you pull the ropes yourself!
We were lucky with the very top platform being open to visit, apparently this is not always the case or at least not at all hours of the day. From there you get a great view of Groningen from above. Definitely worth climbing all...
