非傳統安全威脅 (NTS: non-traditional security threat) 非傳統安全威脅為戰爭與軍事威脅以外的威脅。冷戰結束，大規模軍事衝突事件減少，全球化產生跨區域的非傳統安全議題 (周萍芬、王穎駿 2014；易堅立 2021)。非傳統安全威脅事件是目的地選擇或旅客考慮的重點，會降低觀光意願，甚而危害國際安全。

天然災害、傳染性疾病等非傳統安全因素，影響著全球觀光產業，觀光產業具有高度安全敏感性，颶風（颱風、熱帶氣旋等）、火山爆發、大雨等天災，亦或群眾滋事、暴動叛亂、恐怖攻擊、政治不穩、區域局勢緊繃等人為危害都威脅相關產業 (易堅立 2021 引用 Sönmez 等人 1999: 88)。

聯合國旅遊組織2021報告顯示，2020 年新冠肺炎疫情，估計年度全球觀光收益減少逾1.3 兆美元 (易堅立 2021: 89)。陸委會2005年分析中國抗爭事件，造成約340-400億人民幣的直接經濟損失。

影響旅遊產品的因素，包括：氣候不佳、當地民眾不友善態度、機場員工威脅、水土不服、恐怖事件、犯罪事件、政治不穩定性、疾病及天然災害。由於上述因素非旅客所能控制；因此，旅客會因影響因素的不同，而提升其風險知覺程度 (周萍芬、王穎駿 2014: 42)。

論觀光行為的影響，恐怖攻擊、 天然災害、疾疫威脅、政治危機及群眾（暴力）事件皆威脅旅客心理及人身安全，使其喪失信心，造成負面作用，「事件結束後， 以恐怖攻擊、政治危機及群眾（暴力）事件等對觀光客心理影響較長」(易堅立 2021: 121)。

「面對政經危機與群眾事件時，能盡快確保觀光客安全，並迅速恢復秩序。事件結束後，除宣傳外，藉提供安全穩定環境供觀光客進行觀光活動，以減少後續影響歷程」(易堅立 2021: 122)。 When confronting political and economic crises and mass protests, authorities should ensure the immediate safety of tourists and rapid recovery. After the incident is over, aside from enhancing publicity, authorities should provide a safe and secure environment for tourists to continue their visit to reduce subsequent impacts (Yi 2021: 122).

I love this library! it may be the best library I have ever visited. I am a long term tourist in Taipei (1mo) and during my month here I spent a lot of time in the library. The vibe in the first floor working space, with the high ceilings and blessed silence, is something out of an ambiance YouTube video. The 7-Eleven in the basement serves great meals that you can heat in their microwaves. All in all, it gave me the cozy feeling of long nights spent studying in college, without the stress of actual schoolwork. If you're looking for a place to chill, I couldn't recommend the library...

Great place to get some work done, whether you're hitting the books or researching on the web. 7-11 in the basement is perfect for needed breaks.

You will need a library card or visitor pass to enter, so be sure to bring your passport to sign up for a free library card (on the left as you enter).

Be sure to sign up for the free Taiwan wi-fi (at Ximen station, for example) before visiting, otherwise you won't be able to get online.

Also, remember the top floors close at 5pm, unlike the main study hall. Happy...

Large library with lots of places to sit and study/work/read. Most of the tables have power outlets. The chairs aren't super comfortable. The WiFi could definitely be faster but at least it was stable. You need a library card to get in. There's a counter just inside the main entrance where you can apply for a library card. You need a passport or ARC card, and you can link your library card to your easycard. The staff was very friendly and helpful. At the moment masks are required at all times!

The library has 5 floors total, you can NOT bring books inside, there will be a backpack check upon entering. Personal laptop is allowed. Lockers are by the side and free to use. Great seats inside the library. There's a 7-11 and a Cafe (Psalms Cafe) right here for food and beverages. If you want lunch or dinner somewhere else you have to walk 10 minutes or so to find a place, because around the library area is the "administrative zone", lots of government buildings etc...
