If you are in Taipei and looking for things like video games and Japanese pop culture merchandise, this is the place to go.
Online, I have seen some places refer to this as the "Underground Mall," which (while it is technically both underground and a mall) is incorrect as a title and confusing, because there is another mall connected to Taipei Main Station called "K Underground Mall." This is labeled always as "Taipei City Mall."
It's actually easier to access though the Beimen station MRT. I recommend doing that the first time you visit instead of navigating the complex labyrinth that is Taipei Main.
There are a number of Indonesian restaurants located near the Beimen-side entrance. I've never tried any of them, but they seem intriguing. There is a terrific and affordable beef noodle restaurant that is my usual spot for grabbing a bite. There are a couple of maid cafes in the mall too, if that's something that floats your boat.
Video game stores are very numerous. There is one terrific retro game store that you can find, though I believe they are usually closed on weekdays. Prices are fairly consistent between the stores. Most offer both used as well as second-hand games and systems. There are plenty of toy and model stores as well, though I can't comment too much on the quality as I don't know very much about models or toys. If you are looking for manga, I believe there's only one store that sells it, and only in Chinese. Anime videos are similarly scarce. Definitely toys and games are the focus here.

Firstly, I was impressed with the size and layout of the mall. It is vast and has a wide variety of shops, ranging from international brands to local boutiques. The mall is well-maintained and clean, making it a pleasant environment to shop in.
One aspect that stood out to me was the diverse range of dining options available. There were numerous restaurants and food courts offering a variety of cuisines, catering to different tastes and preferences. I particularly enjoyed trying out some local Taiwanese dishes, which were delicious and reasonably priced.
In terms of shopping, I found that the mall had a good mix of high-end and affordable stores. There were plenty of options for clothing, accessories, electronics, and more. I had no trouble finding what I was looking for and was pleased with the quality of the items I purchased.
Additionally, the mall has excellent transportation connectivity. It is conveniently located near Taipei Main Station, making it easily accessible by public transportation. I appreciated this convenience as it made my visit hassle-free.
One area where I feel the mall could improve is in its signage and navigation. Although there are maps available, it can still be a bit confusing at times to find specific stores or sections within the mall. Clearer signage and more detailed directions would be beneficial for visitors.

Most of the stalls are not part of big chains. Some are tiny and staffed by the owner. Many of the stallholders will dig through their boxed stock to find a size or color of interest. The prices for casual clothes were very good.
It is a good place to find small souvenirs (suitable for tourists with carry-on luggage). We bought some silk coin purses, ‘jade’ pendants, and a number of small electronic accessories.
The electronic accessories (e.g., USB Chargers, cords, etc.) are cheaper than those usually available in the USA and seem to be of high quality. We bought some 3 meter long Lightning cables for 120 NTD each – they offered to let us test them before we took it away.
Although it can be busy at times, we visited a couple of times on the weekend and the crowds were only an issue in one souvenir and jewelry shop.
There are also a number of individually owned food establishments. We enjoyed a big lunch at an Indonesian restaurant. We also enjoy the reasonably priced knife massage (see other review for more info). Blind massage is also available and seemed to be reasonably priced.
While you can access Taipei City Mall from Taipei Main Station, we did so from Q Square Mall where we were staying in a serviced apartment (from the down escalator outside the doors across the main aisle from Starbucks).
