Wragg Square — Attraction in Charleston

Wragg Square is a pretty cool park in Charleston. There is plenty of open space to walk around stretch out. This area is quiet and there is plenty of opportunity find a picnic spot or place to sit on a bench. There is a well maintained garden here that is beautiful and well maintained. It was around 11 p.m. when I took this picture. I thought it was beautiful, however; as I walked towards the trees I noticed that I wasn't alone. There were at least three individuals. They had sleeping bags and were very well covered up. I'm sure the police department is well aware of these individuals that are in need of shelter. So why do they let them sleep out...
