This is a hidden gem in Monterey: free and uncrowded picnic spot. The short paved Harbor Trail has nice views of the bay and harbor area along with interesting historical placards (DYK, Argentina "conquered" Monterey for all of six days?), along with benches and tables for a quiet picnic. You can also walk up to the Sloat monument for even better views. This is a public area of the Presidio so there is no gate guard to contend with; parking is free and plentiful.
