Boerum Park — Attraction in New York

It ought to be a great playground for all ages, but... there're just too many irresponsible people throw garbage on the ground, even the trash can just stand at the corner. Such a shame, why people just can't have some basic manners. I also had a ridiculous experience once here...I was playing basketball with friend at 10pm, and got caught by some police telling us the park close at 9pm, and gave us a court summons... I wonder are these officers really has nothing to do? I don't see any sign saying the park close at 9pm either, the door is open, you can just close it if that's the rule(though I'll be against it). And, I was asked for money by group of teens here. Parents please educate...
