Although I've called this place home for four years (due to it being a spacious and affordable apartment in a great location) I really cannot give Lockwood Heights more than one star. The current owners were absolutely terrible at maintaining the property the first year they were here. Although they have improved, there are a few issues that prevent them from warranting a good review.
These are the specific issues.
Bug problem has been atrocious for several years now. See latest addition to this review at the end.
They temporarily stopped the predatory parking policy the previous ownership had, but in 2024 contracted with a towing company that is just as bad as the old one. Because I made a mistake filling out my permit application and the manager saw that but didn't feel it necessary to tell me, our car was towed for "not having a virtual permit."
This was on the worst possible day. The stress of having our car stolen this way, on top of some additional severe stress I was dealing with, nearly put me in the hospital. It also caused my husband to miss several hours of his one day a week job, because they stole the car only a few hours before we attempted to take it to his work.
I know that in the past, other residents of Lockwood Heights have had their cars stolen the same way, and have been unable to afford the exorbitant price the tow yard charges to release the car. This price begins at more than $300 and increases by more than $100 every day they keep the car. Although the towing company had stolen our car after midnight, meaning we only had to pay the base price to get it out, when they steal the cars before midnight, those coming to retrieve their cars the next day will have to pay two days, which is almost $500. What the tow yard does with the cars of those who are unable to pay the fee is sell those cars without giving the owner any compensation whatsoever.
I had given them two stars in spite of all this because of the location. But the coupe d' grace was today. They told us they would have an exterminator come fumigate the apartment. We spent three hours unloading everything from the kitchen cabinets. We've now been waiting for said exterminator to come for about five hours.
We had daycare arrangements for our cat. We had planned to go somewhere out of the apartment much sooner than this. But not only has the exterminator not come, the office manager and assistant apparently felt they had something more important to do than keep the office open. No one connected with owner Clear Worth Properties EVER answers the phone. So we can't get ahold of them and we suspect the exterminator isn't coming today because they can't get ahold of the office to make sure they'll be able to come in without us being there.
We will have to put things in boxes and figure out wear to store the boxes this evening since we put much of the kitchen cabinet contents on our bed and have filled the same bedroom with boxes of other things we removed from the cabinets.
Yet our management begged us last month to sign new one year lease even though the current one doesn't expire until next month.
Update: The office finally opened back up and we learned the exterminator is still planning on coming, sometime after 3 p.m. Our cat day care arrangements close at 6 p.m. so now we have to board our cat overnight. And sometime late tonight I guess we finally will be able to move our stuff off the bed. It's a minimum four hours after fumigation that we will be able to go back into the apartment.
Second update: This bug problem has become even worse and it's clear they're not effectively communicating with the exterminator. I'm almost to the point where I fear that when they do come for what will be a second fumigation, they won't tell us in advance and if we aren't home they will endanger our cat's life by either fumigating while he's in there or by putting him outside the...

As of the August 2024: THE PROPERTY IS UNDER NEW MANAGEMENT The manager is nice, I will still wait and see the improvements she brings to the property, but I am very hopeful!
The rudeness and incompetence of the property manager. I wish I could give it zero stars.
We have been facing internet outages for the past few months now, and the response from Ms. Martinez has been nothing less than unprofessional, rude, and dismissive towards the residents. Today alone, she was screaming at one of the residents who came to express their frustration regarding our current predicament.
I myself have felt very disrespected by the tone she used while speaking to me while cutting me off. She does not even have the basic decency to look at the person with whom she is conversing.
I learned today that a new front desk assistant was hired because the previous one, who, by the way, was also newly employed, has just quit. As the property manager, she did not even bother to give him accurate information regarding the internet issues we are facing. As a result, the new employee was not able to assist us to the best of his abilities or even understand where we, the residents, were coming from when inquiring for updates on the matter.
The new staff member was left dumbfounded to see that one resident after the other came to report the same issue because she told him that the rest of us had a wifi connection and that it was our responsibility to contact Spectrum, not his... that statement alone is a joke as they, Lockwood Height, are the ones who made the contract with Spectrum, not us. Yet they want us to pay our rent on time, which includes almost $80 for Internet and cable, which doesn't work because they refuse to relocate the material that keeps overheating outside the Office!!
The new staff member was screamed at and schooled by some of the residents out of their frustration because they thought he was also being insensitive to them and withholding information, but the reality is that he was even more clueless than us tenants because the manager did not give him the accurate information. Mind you that it was his first day on the job, and she just threw him out there to deal with issues he wasn't aware of while having been provided with inaccurate information...
Note to mention that the leasing office was able to outsource another internet connection via ethernet cable to work because the Internet for the staff is also down, but the rest of us have been left high and dry FOR WEEKS now despite the fact that some of us are students and/or work from home.
I have also observed that the property manager would leave her employee at the front desk to deal with the resident's concerns while she hides in her Office, which is why I suspect that the new lady who was working here last week quit her job.
Let me not even get started with the amenities and the lack of maintenance staff hired to work on apartment units. A few months ago, I remember seeing 3 of them daily working on the property; I know for a fact one of them quit, and I suspect that the other did the same as dealing with her seemed even more difficult than maintaining the place.
Lastly, I would like to confirm that my sentiment has been expressed by every tenant who has had a conversation with her; she is rude, very incompetent, dismissive, and impolite. Several of our neighbors have moved out of the property or are considering moving out, us included, given the lack of professionalism and human decency coming from Ms. Martinez.

When I call Spectrum about once every 2 weeks for Internet being out, they always update me and tell me the entire site is down, and waiting to hear from management. Every time I have to start the ticket, or piggy back onto a ticket another resident has created for Spectrum to come out here and see what the problem is this time. Any time you try to call the front desk to make sure they are aware, you will never get an answer or follow up from management. once again, 0 stars.
EDIT: read recent reviews, every 5 star review is from a prospective renter, not a current tenet I'm sure they're offering compensation during the tour of the complex for a 5 start review anywhere. every 1 star review are from actual tenets, I would advise to read the them before moving forward.
Awful apartment complex, my review will be another 1 star onto the pile of bad reviews this place has gotten AND DESERVES. this place truly does not deserve even 1 star, please do not seriously consider wasting your money and sanity on this complex, I cannot say anything that has not already been said in other reviews, however the most recent display of incompetence by management is currently ongoing. the ENTIRE COMPLEX Internet has been out for 2+ full days, management making empty promises to get it repaired, saying they're even having a hard time finding an electrician to come out here for basic maintenance work. this complex is an absolute nightmare to live in, and the brainde*d management that switches out every 3-4 months will never care about you as a renter because they will be out the door as fast as they showed up. with our current dilemma with the Internet, they won't even bother to show up or call the Internet provider to begin any repairs on a weekend day. only M-F(Friday if you're lucky) for ANYTHING regarding maintenance
EDIT: We are still facing Internet issues, our building was the lucky building to lose hot water(or water access completely) for a day or 2 this week, lucky me. Current management, previous management, and future management will never care about you or the problems these apartments have, the leasing office will never pick up the phone at any time of the day because they choose not to listen to any of its tenants. Management sends cute little messages thru our apartment message board lying and placing the blame on the providers for the Internet being out when the provider claims the repairs that took place last week did not solve the issue. I would ask for refund or compensation for my time and sanity being drained trying to keep up a basic way of life in these roach infested 600sqft apartments, but again they couldn't be bothered to care about anybody but themselves.
