TL;DR: not recommended
This is our 2nd quarantine experience at Taipei. So the review is based on the collective and comparative experiences of both times - with the intention to help others who are looking for quarantine hotel that fit you. We wrote a review for our 1st quarantine last year at May 2021 for Hotel Relax if you like to refer that. In short Hotel Relax is much better in all aspects.
This time we chose Royal Biz mostly attracted by its description offering bigger space. But our experience has been unpleasant from start and we won’t recommend you choose this place, considering this as a hospitality industry, and especially for quarantine situation: Too dim: we had an executive suite, but it is located at the back alley and the lighting of the room is just too shady and dark. All the lights are yellowish and dimmed. When I did my online meetings it was so dark that I appeared as meeting in the dark, no matter what time of the day. Inflexible and rigid service: They have a rigid schedule for food delivery. 8-830am: 12-1230pm, 3-330pm and 6-630pm. Note each slot is only 30min so if your order is delayed you are going to feel anxious and need to apologize and felt like begging the staff to deliver your food for you. Also if you have off hours work or school to attend during quarantine, between 630pm to 8am the next day, this is really rigid. We felt this is the least they can do during quarantine, offering more flexible arrangement for their guest who is locked in the room all the time and the only thing service they would ever need is food delivery. Unfriendly staff: except for one of their staff member, rest of the staff were not friendly and at times quite rude. When we arrived, they saw our 14yo son, and without checking anything, immediately accused us of not paying for him (3rd person in the room), I used ‘accused’ because the tone they used was literally that- rude. I gently urged them to check the system and they later realized we did paid for our son, but because they never checked before we arrived, they delivered the additional bed last minute, placing the bed in the middle of the small living area, living us no space to even walk/maneuver around the room. We had a few more instances where they would used the tone like you are being treated as unwelcome and including rudely asking us to pay for another night as we misunderstood the quarantine rules and accidentally scheduled to check out...

background: i was a regular guest at the Royal Biz before the pandemic. i stayed here at least once a month from 2008 to March 2020 just before the pandemic hit. i loved the service which was perfect. hence, i booked the Royal Biz for my quarantine stay.
however, my stay during the quarantine was a huge disappointment. the key issue: staff are cold and unfriendly. when we arrived at the hotel for check-in, we do not know that the front entrance cannot be used and guests must enter thru the side entrance. Point(a): the lady staff who saw us at the front entrance gave very curt 'instructions': "leave your luggage outside and go by the side entrance" and she then walked off. there were so many question marks in our mind such as how about our luggage? and we asked her for clarification and she appear impatient. Point (b): the entry to the side entrance is a safety hazard and an accident waiting to happen. the height where one needs to 'climb up' is unusually high. so what the hotel did was to place two pieces of bricks on the floor to act as a step-up. however, even with the bricks the height is still too high. so those reading this pleased be warned.
when my wife and i contacted the front desk, 9 out of 10 times, the reply from the front desk staff was very curt and it appear to us that we were disrupting whatever that she was doing and hence the onus was on us to make sure we do not disturb her! when we checked out there was no pleasantries from the staff and its as if they have gotten rid of another quarantine guests. we do not expect them to go out of their way to treat every guests as a VIP but Taiwanese hotel are famous for their customer service so a basic 'thank you' would be nice.
lastly, those reading this review should also take note that the Royal Biz hotel has only one passenger lift and this is only reserved for the hotel staff due to Covid safety measures. hence, you need to climb stairs to your room. good if you stay on Level 2. hence, it is not recommended for guest who have mobility issue to stay here.
overall, i would not stay at the Royal Biz again for quarantine.

My husband and I stayed at Royal Biz Hotel for 8 nights for required quarantine in October 2022 and were very disappointed in its cleanliness and poor customer service. Our first indicator this hotel was not clean is that the carpet in the room is dark colored and dirty. Our white slippers turned black on the soles from walking on the dirty floors. The hotel wraps all three phones in the room with plastic bags, which not only look ugly, but also made the receivers slip off easily. Further, there’s hardly any counter space or drawers to put things/clothes in, so we had to lay our suitcases on the floor to fetch our belongings.
On early morning of the 5th day, my husband woke up with large welts caused by an insect bite. It was so severe (1 and 2 inch wide inflammation). He text the pictures taken at 5:47 AM AND REQUESTED A ROOM CHANGE, BUT THE STAFF CALLED BACK SAYING THEY WERE MOSQUITO BITES And would only offered to have bed sheets changed, which was not accepted by us. When the swelling bumps didn’t get better, my husband went to a doctor, who confirmed the bites were a result of an arthropod like a bed bug. My husband then text the doctor’s diagnosis along with the receipts of the doctor’s fee/medicines to the hotel manager. He also insist a room change and reimbursement for the taxi fare and doctor fees, totaling about $25 US( because he has local medical coverage). However the hotel would only agree to change rooms but refused to reimburse the meager medical charges.
Finally, we believe the hotel retaliated against us by charging the full fees the day before the check out date without our authorization. Normally, a hotel makes final charges on the day of check out. This is a dishonest practice.
It was very unsettling to stay at a hotel whose rooms are so dirty and hard to sleep when worried about bugs biting. We could not wait to leave this hotel after the quarantine period ended. We were very disappointed Royal Biz Hotel did not take accountability for the lack of cleanliness of their rooms, denied us for reasonable requests and complaints, and even retaliated against us.
