I'm a 22-year Naval Officer who is stationed at Millington. I’ve been stationed all over the world and numerous states and have lived in a variety of housing and HARBOR ISLAND APARTMENTS is by far THE WORST place I’ve experienced in 22 years of moving residences.
Harbor Island Apartments owns 7 townhouses that are located in Rivertown. DO NOT LIVE HERE. The only empty rental will be the place we vacate (#102) and the neighbor situation is terrible and the management has done and is doing nothing to fix it.
The management has allowed a group of people to move in next door to us, who smoke weed continuously and it permeates the entire Townhouse. We pay $3200 a month to live in a smoke box. This greatly affects my health and our quality of life. The neighbors also DJ at night and there is loud bass pumping against the walls at all times of night and a dog that whines constantly. No one from management has visited the apartment to understand the scope of the problem, nor addressed the issue.
The Harbor Island Apartments Front Office is not helpful-- they do not respond to emails and the general manager, Brandon is grossly unprofessional, unempathetic and completely unwilling to assist in alleviating the ongoing health crisis I am experiencing.

There is a loud noise coming from the bedroom walls, preventing us from sleeping at night. The maintenance team is more focused on making you forget the issue than fixing it. They are so amateur and unprofessional that they couldn't understand the problem, yet they marked it as solved after every time I submit a ticket for it. I’ve been a tenant here for 8 months as of now, and I am forced to sleep with earplugs in my own house.
Apparently you are allowed to smoke marijuana in these townhouses since I’ve made complaints about my neighbors smoking inside the house, at the balcony, right outside of the door. Basically everywhere. The smell is all over my place once they do. But the management doesn’t seem to care about this issue either.
The community entry gate is being broken frequently and you are obligated to pay trash fee even though nobody is picking them up.
Working from home is impossible due to neighbors getting high, and the noisy walls keep you awake at night. Spending $3200 a month here feels like a waste.
We are being forced to stay until our lease ends, despite this, Manager Brandon is extremely unprofessional and cares only about the money he will get from tenants.
If I could, I would give this place 0 star. Looking forward to...

The view of the Bridge and Pyramid makes me never want to leave. The maintenance staff is friendly and timely. I have never had to wait on a request and they're swift in their work.
Edith and Johnathan have been incredibly helpful with the questions I've had through out my stay, I feel bad for pestering them but they always greet me with a smile. They've bent over backwards helping me move in and making myself at home, I can not thank them enough.
The pool and gym have been incredibly useful in keeping me on my goals to stay in shape. The break room has been useful if I need to unwind. The neighbors are friendly, love their dogs.
Harbor Island is home for me. I feel completely safe and at ease. It is the one place I look forward to at the end of shift and ending my patrol for the day. The area is perfect, with multiple parks and a dog park nearby, and again, an absolutely incredible view.
