DISH — Local services in New York

I had dish before and I gave it another chance but it turned out as a big mistake, I got charged $69.40 and then I got an email saying I haven't paid the cable bill, so WHO HAS MY MONEY, I tried calling Dish, Going to there online help chat but it said I'm the 238th line to speak to a person and I tried with there Email but nothing worked. I want to cancel Dish but I have to pay $500 to leave the contract(correct me if I'm wrong) and I can't afford that....
