The restaurant recently reopened, they mean well but it doesn't seem like they know what they want to do, or be, or how to do it. Sit down? (if so need to turn the heat and lights on and not serve the food in a takeaway Bento container) Table service? Beverages? (if you order inside you have to go back outside to get them, alcohol on display that they don't sell)
