Most freshly made restaurant pizzas are pretty good, and pretty good pizza is what you get at Franco's. It's not the best pizza you've ever had, it's not the worst. It's key selling point is value: it is inexpensive and available in large sizes, making it perfect for birthday parties, pizza Fridays at work or school, family get togethers, etc.
I also like that the online menu tells you the size in inches and number of pieces (pet peeve: restaurants that just list "large pizza 22.95" and you don't know if it's 12, 14, 16 inches, round or square, or just "pepperoni pizza 18.95" and you are left to guess if it may just be an 8 or 10 inch personal pizza. Sometimes you just want to order pizza online and have it arrive at the door. You don't want to go to the restaurant and ask the waitstaff a bunch of questions, you don't want to phone, you just want to order online and know what the sizes are so you can order what you need.)
I would probably rate the pizza at 3.5 out of 5, BUT
I also tried the Perch Dinner for I think it was $16.95 and that was terrible. I first thought it was an amazing price for a tonne of food. But the perch filets were very thin and any taste masked by the breading. The tartar sauce was watered down and runny. The fries were soggy. There was a roll, with whipped butter that tasted like it had been watered down, and had some green flakes added that were probably dried parsley. The small side of coleslaw was not good. And there were 2 super super thin floppy pickle slices with no flavour. (thin cut circa 2mm slices will of course have less flavour, they were floppy so probably not fresh, and the vinegar tasted watered down: vinegar and salt, hopefully some garlic and spices, these are inexpensive ingredients -- no need to cut costs / cheap out on salt and vinegar -- and it is not hard to meet the minimum expectations re pickles). This was the first time I've ever thought: this meal was made without love. Like, how could you have so little pride in your work that you served such watered down flavourless food??? The only excuses I could think of were: it was Saturday afternoon, maybe they were using up old ingredients prepped earlier in the week (and were prepping fresh stuff for the big Saturday night crowd), maybe the kitchen staff was still hungover from Friday night, maybe some had called in sick, maybe Franco's was having a hard time finding enough kitchen staff since the pandemic hit?
My conclusion: Franco's is an Italian joint so best stick to pizza and pasta (avoid seafood, etc.). And I think the food was better when eating in the restaurant on a busy night, not so good when delivered. The food won't be the best you've ever had, it won't be the worst...

Went for my 20th birthday and waited 10 minutes to be sat down because no one noticed we were there. Finally sit down and got drinks and waited 20 minutes for the lady to come over and take our appetizer order, apps took 35 minutes to come out. Finally after another 20ish minutes the waitress wanders back over and takes our order, food comes out very slowly to the point where I wasnt even hungry anymore by the time it got to me.. and the pizza came out with just cheese.. ordered pepperoni and cheese. Takes it back to the kitchen and drops it on the floor by accident to make things worse. Offered a new pizza that should "only take about 5 minutes"... came out 25 mins later as we were trying to leave and I finally decided that I didnt even want to have the cake we had brought in for me because I knew it would be another 40 minutes to get from the fridge in the back to our table. Worst service Ive ever had in my life. I dumped the whole pizza in the garbage... I have never left a review about any restaurant before even if I wasnt very happy with the food...
