Myself and 3 friends I met on a tour came here for dinner and we had a terrible experience at Tulipans. We had eaten pizza for lunch at Ekekos also in Puno (to whom I gave a 5 star review) so obviously we wanted something else for dinner. Upon arrival the place was quite confusing. We later found out there is a section upstairs with an elaborate menu and a smaller section downstairs with a limited menu. We were first told there would be an hour wait for our table but we were seated within 5 minutes but with the limited menu! The only non pizza item available on this menu was lasagna so we each ordered a lasagna to our waitress. A few minutes later a lady who seemed like the boss said it would take an hour to prepare our lasagnas and we said that was fine. 10 minutes later, the same lady came back and said it would take at least 1 and a half hour to prepare our lasagnas and she practically begged us to order pizzas instead even offering us free drinks if we did. We explained our predicament to which she told us to have our lasagnas in Cusco which was not very friendly! I wanted to leave but felt uncomfortable being with new acquaintance so we said OK. We had to wait another 10 minutes to place our pizza order. 3 out of 4 pizzas were served rather quickly except for the last one that was forgotten. By the time I got mine, my friend already finished his! Now about the free drinks, that was also an issue and a complicated discussion. The free drinks the lady had in mind were only hot wine, half sized pisco sours and soft drinks…. The pizzas themselves were just OK but not at all as good as the ones we had earlier at Ekekos. The ingredients were not as fresh and the cheese not as tasty. I would say the whole experience seemed almost comical if I was not so serious...

We just got back from this restaurant and had an awful experience. We came in for the deal of ordering a guinea pig with a glass of wine each.

The meal itself was average at best, they got the order wrong so cooked our guinea pig the wrong way and it was tiny! No way could you say this would be suited for 2 people (as the lady outside said it would).

Worst of all however, came when we asked for the bill (3 times), they had charged us for 2 glasses of wine which should have been included in the deal they stated. When I politely asked them to remove it the waiter very aggressively said that we didn't order the small glass so the big glass would be included. When I mentioned that they should surely know which size of glass to serve with the deal he stormed off to call his manager. He then came back and just said "discount" and slammed the bill down in front of me. 7 sols off 26 sols what should have been free, we left as we were embarrassed complaining any more in front of the other customers.

I've read the other reviews and the replies from the restaurant and find this to be a badly run aggressive management which clearly gets a lot of complains yet doesn't know how to deal with them correctly and replys with...

So, I'm here right now waiting for my 2 appetizers for 30 minutes. No attention from the server like a volunteered explanation. Pisco sour was not great. The place is quaint/cute in appearance, this is the only reason for the 2 stars. I will edit after food. But we shall see how much it changes the rating... Update. 35 mins. Flagged him down and he finally responded But did not come to table. He instead shouted from the stairs, I have a big group so, it's all coming in order. Update, 39min, brought soups. Quinoa soup is great. Update, min 43, brought one entree, (out of three). Lasagna (meat) was sub par. Except for (if you're into it) local hard cheese used, which added kind of an Alpine twist. Almost no tomato in sauce Update, min 52 brought 2 other entrees (same) Alpaca , tenderloin steak. Medium temp and tender. It was excellent. The wait and service, though, overall, outrageous. We inhaled it as we were very hungry by this time.

Dessert came out shortly after entrees. Fruit salad was plain. The ice cream was very good. Creamy tri-flavor including an awesome Lúcuma flavor. Update, 70min, had to ask another server for check. 75 he came. Thankfully waited...

We stayed two nights in Puno - the first evening we went to the Mojsa restaurant and the second one to Tulipans restaurant. In comparison we absolutely can recommend Tulipans - the food had proper seasoning and was delicious. We had ceviche and it was sour, spicy, and fresh as it should be. The second dish was an alpaca pizza out of curiosity and also delicious! There were locals and also tourists. Prices are great and we paid there a 1/3rd of the price for much better food and drinks than in the other restaurant. The Chilcanos were per request nice and sour. Definitely a recommendation!
