Rosy's is in a nice building with a good atmosphere. That said, it is struggling with the same problem so many restaurants in Carlsbad suffer from...poor customer service. When we first arrived, excited to dine in for the first time in over a year (due to COVID-19 government-forced closures) we stood at the receptionists counter for over 15 minutes before we were even acknowledged by an employee. They were not particularly crowded even with the capacity restrictions. Another couple arrived at the same time as us and they left after waiting about 10 minutes with no contact by the receptionist. Another individual was waiting for his take-out order since before we arrived and didn't receive it until just before we were seated.
The chips and salsa were good as was the chile con queso. The chips were perfectly crispy and warm. The salsa seemed to be fresh and tasted delicious. I ordered the combination plate (taco, enchilada, and chile relleno) and it was enjoyable, but nowhere near the best I've had. The rice and beans were bland and seemed to be made from low quality canned food. My girlfriend ordered the barbacoa tacos which were terrible. The meat was mostly gristly, fatty, and greasy with a disgusting flavor. The photo included with this review shows some of the fat removed from one of the barbacoa tacos.
When we finally got the attention of our server we were able to order a replacement for her meal, ground beef tacos, which were good, but nothing special. We were charged for our full meal with no offer to "comp" our meal due to the bad experience, however, we were not charged for the plate we returned. I realize this is not a requirement, but it certainly goes a long way towards helping correct a mistake on the part of the restaurant.
Honestly, the only good thing about Rosy's is the atmosphere and the chips & salsa, but that isn't worth the expense of the meals especially with such poor quality of food and...

All of the ladies or hostesses are just standing at the host stand but don’t call you up or greet you. I told them we would just go to the bar. As soon as I sat down and started to think about what ide like to order from the bar a creepy old woman with red hair (she might be Rosy I don’t know) came very close to my and my friend and whispered in a straggly voice that we needed to order food or they will not serve us.. we have no idea who she is or why she is bothering us but we barely sat down and haven’t even opened the menus. We asked for chips and salsa and my two guests ordered a drink and I said I will order mine in a second. The old lady comes up AGAIN after we ordered the salsa and talks very close to our face I could smell her breath and says we needed to order or we won’t be served. I asked if the chips and salsa will be billed and she said I don’t know if they charge for that but we won’t serve if you don’t order from the menu. I said lady leave us alone and let us enjoy our time but it was already enough, the uneducated bartenders can’t do simple math and had 2 separate servers check my ID and see if I was of age, it was embarrassing on their part and very uncomfortable for a guest. Worst experience ever. Who tells someone at the bar they HAVE to order off the menu before you can order a drink?! Read moreI stopped at Rosy's restaurant today for a takeout order as I was on my way to a jobsite and I stated that when I confirmed takeout. The place looked clean and had many TV's on with sports playing. The issues I faced was the lady trying to take my order did not speak or understand English well. It took quite a bit of time to get the order entered into their system so the cooks would see it and start to prepare it. I ordered 2 chicken burritos with a side of guacamole. I was told the bill was $26.00. I was charged $7.00 for the two really small plastic containers of guacamole. The burritos arrived very small and the small plastic containers were filled too much with guacamole and when the ladies tried putting the lids on them, it squished out everywhere. One lady who spoke good English came over and was going to the back to do something and I said just give me what's there and I need to go. She wiped the small containers with a napkin and I was out of there. I get in my truck and open the burritos to find its on chicken and nothing else. No lettuce, cheese, tomato or anything else. The chicken seemed to be all leg dark meat as it had alot of tendon and gristle in it. Not appealing at all! I was not happy at all. This restaurant should consider buying better cuts of chicken and buying Styrofoam takeout trays for orders going out.
