DO NOT GO TO THIS PLACE!
Short version: We went outside to the smoking terrace for a few minutes, and they called the police saying that we left without paying our bills. They did not even check THEIR OWN smoking terrace to see if we were there. We talked to the police officer, sorted the whole thing out, and we tried to continue drinking our beers (cause our glasses were still full – which also shows that we were not out for too long), but ended up being kicked out from the place.
Detailed version: We go to Looney’s almost every weekend for a couple of beers, but from now on never ever again.. The way they handled this situation was incredibly rude and also stupid. We just went out to their smoking terrace, and one of my friends left his jacket and his half full glass of drink, so that they would know we did not leave the place or anything. We tried to see our waitress to let her know about this, but the place was so crowded, and she did not come by our table, so we thought it would be okay if we just leave some of our belongings there. As we turned back to our table, we saw other people were sitting there, and my friends’ belongings were gone. I tried to talk to our server, saying that we were just outside on their terrace, and she didn’t even listen to me. She was super rude, and told me that we were gone for a long time so they called the police. We were at THEIR OWN terrace. We didn’t leave the Looney’s premises. I was shocked that they didn’t even bother to check their own premises to see if we are there. Plus, they took my friends’ belongings, and they were holding onto them, cause you know they were trying to catch us or something..
We talked to the police officer, and we told him the whole story. He brought my friend’s jacket and we paid our bills. We were really cooperative, and apologized for the misunderstanding. We thought it is an honest misunderstanding, and although Looney’s employees were really rude the whole time, we thought we sorted the things out. Then, since we still had some drinks left (one of my friends’ glass was full, so this also proves that we were not outside for too long..), we went outside to the terrace again to finish our drinks. The next thing happened was even more shocking. There were these bouncers (or IDK who they were), who came out after us and told us to leave the pub. When I told one of them we still have our drinks, he kept saying that we cannot stay there. This is outrageous.. The whole thing happened because Looney’s employees were not smart enough to check THEIR OWN TERRACE to see if we were there. It was their own fault. We paid our bills, we apologized, we were being cooperative the whole time, and we ended up being kicked out...

It wasn't that long ago that I finished undergrad in NY (4-5 years). I still feel totally comfortable with college students surrounding me and serving my food. This being said, these are not career waiters. These are not career bartenders. This is not a place to go for a business meeting. This is not fine cuisine. This is a great happy hour, grab some beers with coworkers while watching the game (especially if it's a college game, and especially especially if the Terps are playing), eat some bar food - kinda place. Do not expect a super polite, super attentive server. Chances are that they're either studying over by the cash register between checking on tables or are trying to impress some coed dining (drinking) at the other end of the room.
Why I still go to Looney's even though I'm "old": I like craft beer. I like good beer. I like a great Philly Cheese Steak. There are plenty of places that offer good happy hour deals on beer, but not many that offer them on NICE beers. I'm not drinking bud, miller, or corona. I'm getting $4 Flying Dogs, Fin City, Dogfish Head, and other nice rotating beers. That's not very common in this area. Also, I think they do a great job with "typical" bar food. I'm a sucker for a cheese steak and theirs have been my favorite in the area.
4 stars. Why not 5? Well, 3 is "A-OK" and 5 is "as good as it gets". Looney's just happens to fall between the two. I highly recommend it if you're okay with a little noise, so-so service, good beer, and decent food. This place is fun. Go here for that reason only. It saddens me to write this review as a University of Maryland,College Park alumna who visited Looney's quite frequently in the past. However, due to my recent experiences with manager Justin Moorman (who proclaims on his LinkedIn profile that he is in charge of the "hiring and firing" of Looney's Pub) that I will no longer visit this establishment.
On Friday May 15th, 2015 I simply asked for a new order of cheese fries in a very pleasant tone since my fries were cold and stiff. To my surprise, the waiter informed me that she had to bring the manager out to resolve a relatively simple issue in my opinion. Instead of being greeted by the manager, Justin Moorman, we were first greeted by a tall and husky security guard. Yes, a security guard greeted us when I simply wanted hot fries. He informed us that Justin would be with us shortly. When Justin finally came out, before we could fully explain how we simply wanted hot and "non-stiff" fries, Justin asked in a very condescending tone "If I had an attituded?! Because we all seem to have attitudes!". I was shocked and speechless. They brought out a new order of fries eventually but I lost my appetite. Of course, we were the only people of color sitting outside during that time. It is truly offensive when you are greeted by a security guard when all you did was simply tell your waiter that you thought the fries were cold and wanted a replacement. Furthermore, for the manager to assume we had attitudes when we were in fact very pleasant, respectful, and professional speaks volumes about the people who are employed at this establishment.
