Come for the atmosphere, but make sure to check your bill at the register before you pay. So I came in the morning, kind of early. The menu price said one thing, but my bill at the register was a good 40% higher. Why? I don't know if the cash register person rang me up wrong, or didn't know how to correctly put my menu item into the system. The breakfast burrito on the menu is $6.99. When he rang me up, he said it was $10.99. So I pointed out the menu to him, and all the options that were available, and then asked him why my particular choice was $4 more expensive. I honestly feel like he just didn't know how to correctly input the item into the system. Maybe he was trying to do the burrito, and then add in an extra add-in item? Anyways, a quick talk with the manager, and things got straightened out. The food is okay. The breakfast burrito that I ordered was hash browns, probably 1.5 eggs, and a meat protein. Nothing fancy, nothing special. You could tell the hash browns were the kind that were probably the frozen ones. The burrito had No taste, no salt, no flavor. If that's your thing, go for it. They did offer red or green salsa on the side which I turned down. I just wanted to know how the burrito tasted on its own... which was bland. It's a small size. Probably made from a 10inch or 12-inch flour tortilla. It's smaller than a 1 dollar bill. It's not the big huge giant burritos that you get from the food trucks out on the street that have more and more and more of everything... but cost twice as much. So in essence, you have to decide what's within your budget, and how hungry you actually are. The View and the atmosphere are what bring people up here! You can't beat that view of Grand Central park, City Hall, etc. In summary, I'd say I do want to give this place another try if I'm in the area, and see what the lunch menu is like. Overall, the prices seem fair for what you're getting. Nothing outrageously expensive. Parking? Good luck. There is no street parking around the area. You'll have to use the underground parking structure for the courthouse, which is astronomically expensive in my opinion. I would say if you're in the area, and you're within walking distance, this might be a cheap, and expensive option for lunch.

The cafeteria is a standard food hall with lots of seating and tables. The main reason I go here is because of their Cali Cob salad is phenomenal. As a person that has tried lots of high end salads at other establishments, this salad is one of the best cobs I’ve ever had. Almost as great as Joey’s in DTLA. The vegetables are very fresh, the dressing is excellent. I love that it has a lot of chicken pieces that are delicious and egg along with bacon pieces. It’s a solid salad for the price and one of my favorite salads of all time. I highly recommend it. I will definitely come back to eat that salad & I’ll continue to try their other menu items.

I came there for lunch one day while on recess from Jury Duty. It's one of the closer place's that are in the area. They do have a pretty big menu like a restaurant and food that's already there made like all cafeteria's, so you don't have to wait for your order to be made. I got a cheeseburger and fries. The burger was the thinnest slice of meat possible not worth the 12-13 dollar's it was. And they don't put ketchup on it in the kitchen so you have to get ketchup packets and do it yourself. Pretty good view from up there although and the dinning room is fairly big. And you get a nice breeze which is good after being in a Courtroom for hour's.

First of all, in this place's defense, it's a court cafeteria. Panorama Cafe sounds nice but it's really just a C- cafeteria on location at a courthouse. The only real reason you should eat here is convenience. You can get way better food if you take a short walk outside the court and down the street to the food trucks. The food is...ok. The Cob salad tastes old, and is like $14 dollars. I had a chicken quesadilla today, a water and a coffee for a little over $22. They charge way too much for the food here. I'm assuming it has a lot to do with the fact that they can because of how convenient it is to people that need to go to court. Like jurors for example. The staff here are on the borderline of rude and ambivalent to your presence. I've had jury duty here for about three weeks. It's always the same five people and I swear they were told to talk at you instead of to you in their job training. There is one woman that is exceptionally nice that operates the coffee stand. I'm assuming she's trying to make up for how cranky everyone else is. If you're short on time, at the court house for some reason, and don't mind overpaying for mediocre food, then this...

The best part of Panorama Cafe is the views. You can see dodger stadium, the new sixth street bridge, and the skyline of downtown.

Go during off hours—not right at noon to avoid long lines. Another plus is that you can order ahead of time and pick up. Note when you do order ahead that you can go to the kitchen window behind the cashier area and you don’t need to wait in the (often long) cafeteria area line.

I’ve tried the teriyaki chicken plate which was surprisingly good, the burgers are decent but tend to get soggy under the hot lamp if you order ahead. I just had the breakfast quesadilla and it was delicious. I also noticed pre made breakfast burritos under a lamp ready to grab and go. From my experiences the staff there have always been very polite and efficient. If you’re at the civic center, this is the best cafeteria in comparison to KHOA and...
