If you want good food and company, go to Jammers instead, it's only a block away and the food is better quality. The only reason to go to Phil's instead is because the kitchen opens earlier, so if you're hungry before 6 pm, Phil's will do okay, but if you can wait til after 6 pm, you'll have a much better time at Jammers.
The waitstaff at Phil's will see you sitting at the bar waiting to be served and ignore you for extended periods before coming to see what you want to order. And this includes during slower business hours. There are times when they are friendly and on top of it, but it seems like going there the service is slow more often than not. While the waitstaff are typically friendly when they do approach you, and I enjoy chatting with them, it does make it difficult to want to return when you have to wait a long time to get that service.
The food isn't that great and tastes microwaved and not fresh, and while I don't expect fine dining at a bar, I do expect the food that I've waited a long time to be served to taste better than 5-minute microwaving. Again, if you want better food, wait til 6 pm for Jammers as their food is often much better.
It's actually kind of sad, but the reason I went to Jammers in the first place is one of the staff at Phil's telling us about it, and honestly, it was worth the extra little bit of a walk. I know Phil's is currently up for sale, and that it may be a transitional thing, however it seems from past reviews I've read this is a common occurrence.

Inside & out. Nicely rebuilt deck outback for smoking & or food & drinks if you choose. Poker machine area redone, pool tables have brand new bumpers & felt. It really is amazing. I didn't even recognize the place when I walked in it definitely is a step up from when it used to be called Jakes. I definitely recommend a trip there. & hey any BIKERS out there??!! While waiting we decided to go eat there as it was in walking distance and we were waiting for our vehicle. The whole experience was amazing! Jackie was very warm and friendly and made us feel right at home! We played pool and even invited some friends locally to join us!! The food was fantastic and reasonably priced. There was a few people eating as well or playing pool but even the customers were great! You couldn't help but notice the flow of people picking up food orders from return happy customers whom some Jackie seemed to know by name.
