This 24 hr cafe has rooftop views (multiple levels) with excellent views (nearly 360) of the city by the lake.

There is also a large indoor area (with comfortable seating and ample power outlets and strong wifi.

Definitely come at sunset/night on the weekend if you haven't. The active nighttime views of the city lights and lake are mezmerizing and can be seen from many vantage points. A nice acoustic band was playing on Saturday.

I spent 100,000 VND ($4 US) and stayed a few hours. Amazing, relaxing, vibrant and beautiful.
