They blatantly and shamelessly over-charge non-Vietnamese customers. (Possibly some Vietnamese too, but I can't comment on that).
All the other reviews from foreigners about this are 100 percent true.

Tha main issue (the last time) was it seemed they charged my companion for his drinks then didn't clear some of them away and also charged me for them, there-by charging us twice for them. When I asked them about this I was met with hostility.
Ive been about 5 times. About two occasions ago I actually checked the bill. Please can the restaurant explain showing you one menu, then when you query why they have charged more, they spend 5 minutes out the back looking for another menu with higher prices on it. I do feel that if they do have two menus (for whatever reason), they should probably make this clear and not show you one and charge you for another. In any case, this was accepted.
I guess people can make up their own minds. I would advise you to read the reviews from other people with foreign names.

Upon arriving, the waitress swept the Vietnamese menu off our table and replaced it with the English one. I ordered the Banh Mi with Grilled Pork for just under $7 USD. The Banh Mi was comically bad: the bread was not a baguette, but a soft, doughy loaf that was most comparable to a hot dog bun. The pork, which was at least a heavy portion, was so dry to the point that it resembled beef jerky. The fries that accompanied the meal were soggy with oil instead of crispy. The service was not all bad, but the staff didn’t seem like they were too happy. When I went to pay for my meal, the cashier was visibly sick with a stuffy, red nose and congestion. That about sums this place up.
