Stay far away if you are stationed at Ft. Belvoir, Quantico, or Andrews AFB! I have been waiting 2 years to write this review, and I’m thrilled the day has finally come I can share our cautionary tale. We are so thankful we finally moved out of The Flats of Neabsco. This was the most terrible place we have ever lived in, and I strongly advise you to look elsewhere. I do want to preface, the only good thing about this place is Kyran. The rest of management was heavily incompetent: The moment we moved in, we noticed people down the hall from us smoking weed in their apartment. They were asked repeatedly to just do it outside. I got sick daily for 6 months. The Flats lack of ability to enforce led to them to continue doing it, causing a permanent stench in the hallways that they refused to clean. The fire alarms go off repeatedly here. At all hours. From people hitting the sprinklers, the system breaking, you name it. I work from home and it caused repeated interruptions, not to mention needing to evacuate my entire family. I have complained to local fire marshals about this and they are aware this is an issue with The Flats at Neabsco. Package theft: we had numerous packages stolen, and once someone broke in and cut into everyone’s packages and stole. The “package concierge” system is highly flawed, and they only let you pick up packages at certain times of the day. (4pm) Inconvenient hours to having a child with a schedule and two parents who work. Wouldn’t be surprised if management was the one stealing packages, due to their strange, incompetent reaction. Car theft: multiple people have had cars stolen here. Locked cars. Nothing is safe here. The police finally installed security cameras against the leasing office’s will. Crime: the leasing office had a drive by shooting. Thankfully no one was hurt, but this is not a safe area, even near Stonebridge. High schoolers sneak into the building and stairwells because it is not secured. Our upstairs neighbors had a blaring sound system that shook our entire apartment at all hours, and they stomped around like crazy. It tortured our family on almost a daily basis. New people moved in until 3am. Consistent THUDS. At all hours. It sounded like someone was about to fall through our ceiling. Management refused to do anything about it. Some residents here are disgusting. There is trash everywhere, people would let their dogs pee in the halls and not pick up after them outside. Dogs are always off leash and have attacked our dog. Management doesn’t follow through on enforcing their own rules. Management makes stuff up that isn’t in the lease. They sent out an email saying we “can’t have ring cameras” and that it’s against our lease. When I called to clarify, they admitted to making it up. You can’t do that! Wow, if only we were allowed to have Ring cameras, maybe we’d catch the package thief! The apartment itself is not worth what we paid, 3,000 monthly. The rooms are tiny, there is no pantry or storage, showers are cold, and walls and ceilings are thin. Not to mention all the issues above. Construction right outside our windows. Nonstop noise, low water pressure to where our showers and sinks wouldn’t work. (Hilarious that they’re over-valuing a tiny coffin sized home at 550k+) Leasing office staff was spineless, had zero clue what they were doing (aside from Kyran) Everyone would play dumb and have no idea what their policies, procedures were or what was going on at their own property. Probably due to the astronomical turnover of leasing office staff. Male leasing office staff member would hang up on us. Instead of doing anything about actual issues, management decided, “hey you know what, let’s not address the crime, theft, noise issues, and dog poop everywhere, and let’s get food trucks weekly!” BTW, they also post obviously fake 5 star reviews, notice the influx of them soon as 1 star reviews are given. Read moreWhen I first moved here, I was really excited and really wanted to like this place. Nice apts, conveniently located close to shops & 95, the trash valet was great and the gentleman always said hi and was pleasant, the maintenance crew were very friendly and helpful, I enjoyed the gym and the clubhouse, and my view was amazing which is why I’m giving 2 stars instead of 1.
The soundproofing here is non-existent. I heard A LOT of what my neighbors were doing. Some instances but not limited to…the people above me had a young child and between the entire family, there was constant pounding or banging on the floor/ceiling; As if someone was dropping bowling balls at any time of the day, running across the apt that sounded like herds of horses, vacuuming the tile kitchen floor well after 10pm, their kid slept above me and they slammed the toilet seat just about every time, I could hear every time they open their dresser drawer, I literally could go on and on. I started to develop anxiety and jumping at the banging sounds because it happened almost daily. Could not take naps or sleep during the day at all because we’d get awakened quickly. These noises had an impact on myself, my son, and my cat. Any attempts to resolve this went unscathed. Neighbors on both sides played loud, pulsating, or bass filled music. One apt played music up until 4am but several times after midnight. I could hear my neighbors TV on my connecting wall side, kids kicking the connecting walls on my son’s side, constant screaming (that could be heard at least 50 ft away from our apts, which is down the hall and past the lobby elevator), fighting, partying during quiet hours, the person beneath me played music so loud it vibrated my entire floor as well as my furniture, etc.
Security was an issue here: door to the garage was broken for several months during my time here, packages were constantly stolen from the mailroom and on our 3rd floor. Some dog owners would let their dogs pee on the carpets in the hallway and bags of dog poop left in the stairwells and hallways and not placed in nearby trash cans (not the dogs fault but bad owners). Vehicles were stolen from the parking garage while my son and I lived there, constant smell of weed in my hallway & around the lobby elevator, trash & food remains left by tenants in the hallway, people speeding through the parking garage, and sometimes the noise was so excessive that I would go sit in my car for a while to try to relax.

Read moreI lived there from July 2019 to July 2023. My first two years were outstanding but then the property began to lack organization, every time I went to the leasing office there was someone new "in training" so they couldn't help me or answer my questions. There was a change in the package system and the nightmare began because therr were never emails or codes to access the room and the personel in the office were not pleased to help opening the room.
Lastly, I am not satisfied with the way my leave was handled, I went to the leasing office on April to ask what the procedure for this was, and at no point was I offered early termination. Early in May a person from the staff told me the apartment had been put up on the website for a couple weeks, but it was ALREADY RENTED for July, so I didn't need to worry. I was not mentioned the early termination offer then either.
On June 28th (when I left the apartment) there was no one prepared to receive the keys or check the place, the person in the office finally sent the maintenance team to supervise, I was not given a checklist or other document to prove I had returned the keys. After that, I went to the main office again and the person there (I never got a name; staff don't introduce themselves and every time I went there was a different person to talk to) told me the apartment was RENTED starting July 15th. I was told to pay July in full while the new tenants move, and that I will be refunded part of the rent but I was not offered the early termination option for a THIRD time.
Naturally, I was not worried about extra payments after July15th, and when I called last Monday July 17th , I was told the apartment was not rented. I asked what options I had and was told my ONLY OPTION was to pay the lease in full. After reading the lease on detail I realizedI had that option.
