The Developer of this East Harlem location are in the process of reconfiguring the access and egress roads and some entry level walkways within the property for an improved traffic flow, with that renovation done. While it did help with their apparent parking garage, now people on foot voice concerns because it is more complicated to reach the Mall on foot from East River Plaza's 116th & 117th Street entrances, with higher curbs and steep approach walkways. Further, Security personnel and precautions are better than expected in the public access areas. (Out of Service escalators and elevators are too problemsome.) . Unfortunately, the Bloomfield Management are inappropriately perhaps reducing funding and support services for the adjacent school and local charitable activities after many years of positive interactions. Boo❗ . Moreover, the Harlem/East River Esplanade area adjacent to their nice tax deferred riverfront view position apparently has also been shortchanged, with no significant resources or grants by the Developer towards maintaining the Esplanade. As a "good neighborhood" policy they have failed abysmally to fund or Lobby the City Government to repair and upgrade the Esplanade and Pier, having thumbed their nose on the Neighborhood that initially championed this East River Plaza development. Since this is the only Esplanade area on Manhattan Island in very, very poor condition and closed to Citywide usage, something dramatic needs to be done and soon. . The Mall Stores visited are in good order, with well stocked shelves. The individual store's staff are pleasant, helpful and courteous. All-in-all, a nice shopping experience. . Read moreI am writing this review out of frustration and concern after a recent experience at East River Plaza Mall, where I have been a resident of the neighborhood for most of my life and have been visiting the mall since its opening. Initially, the mall was beautiful and well-organized, but over the years, it has deteriorated significantly. The lack of proper maintenance is evident, with elevators and escalators frequently out of order, and the mall has not been renovated in year.
Myself along with 9 other people including a small child, were trapped in an elevator for nearly an hour. There were no clear instructions or safety precautions in place to handle such emergencies. The elevator lacked an emergency brake, a clamp, and even an elevator number. Despite pressing the emergency button multiple times, we received minimal assistance. While I understand the elevator team was trying their best, their response was unsympathetic and they showed little concern for the distress of the passengers, particularly the child.
What is even more concerning is how dangerous this can potentially be to shoppers. We were informed that it would take approximately 30 minutes for assistance to arrive but ultimately we had to call the fire department ourselves to resolve the issue.

Read moreThis shopping mall could be so much more than what it is. Foremost, the closure of Target put a dent in the ambiance. To close this location down due to heavy theft, only to open a new location in an even worse area and believe that it won't meet the same fate is laughable. A Walmart (preferably), Stop N Shop, or TJ Maxx should be considered. While Marshall's is fine, Burlington could stand to be cleaner, neater, and more welcoming instead of looking like Good Will. Aldi's should be replaced with a Morton Williams, Whole Foods, or a Food Bazaar. Costco, Bob's Furniture, Ashley's Furniture, and Planet Fitness are all fine where they are. Although a Raymour & Flanigan would be a better fit amongst the two Furniture stores. Petco needs to move to the ground level, if that's possible, and perhaps a Golden Coral can take its place. The grounds and parking lot have always been surprisingly clean. All elevators should be working more often than not. If the cab service is partnered with the mall or brokered a deal with each store individually, then they need to be a bit more professional and have cars at all times so customers aren't waiting too long.
