One of those landmarks whose backstory is as interesting as the statue. Donated to the city in 1882 by temperance crusader Henry Cogswell, it used to offer the passerby actual ice water. Water would come up through the statue and out the top of the fish, where a cup was tied. Water not drunk in this manner would be caught in a trough so horses and other animals could drink. Cogswell thought that if he could offer cold water, there would be less desire to drink adult beverages. He built these things across the US - they were not well received. They actually spurred a movement across the country that these gifts should be screened before allowing placement. A few were actually torn down - by mobs. It’s even been referred to as DC’s ugliest statue! Clearly, those who imbibe sometimes have little patience for...
