Because it is so heavily policed that you can have no pleasurable experience at all. Red flags stretch the entire length of the beach from tip to toe and aggressively vigilant ‘lifeguards’ are stationed every 500 metres and anyone who puts one foot in the ocean gets chased down and has a whistle blown to alert the entire beach to the crime of an adult venturing into the ostensibly free and publicly owned sea. I do understand the purpose of safety rules, particularly for children, and the role of real lifeguards protecting lives, but at various points people are allowed into the sea if it’s ‘privately owned’ and no one says anything and if you pay to use a bodyboard or surfboard or JetSki, you get full access to the ocean wherever you like. So the rules are not really about ensuring safety but are just to control and prevent FREE access to the public ocean, except in a couple of designated narrow funnels which are policed and patrolled by guards on jet skis for maximum intimidation. And that smacks of control-freak, authoritarian greed. As an adult in Vietnam you are allowed to ride a dangerous motorbike, smoke dangerous cigarettes, buy any dangerous medication over the counter without a prescription, and drink dangerously strong alcohol, so why are adults not allowed to take responsibility for their own safety and decide whether to frolic in the ocean waves?
