When the university was finally reopened at the beginning of the 19th century, Emperor Alexander I took possession of Toomemäe University and a park and university buildings were built there. The anatomical rotund was the first to be completed, and soon the main building of the university, as well as the observatory. A university library was built on the ruins of a powerful medieval cathedral. A romantic stone hill - Musumägi - was built in the park and the former sand quarry - Kassitoome - was landscaped.
